JOB DESCRIPTION

FHI 360 is currently seeking qualified Grant Manager candidates to be proposed on the anticipated USAID/BiH Countering Ethno-nationalism in Bosnia & Herzegovina Task Order issued under the Programming for Prevention and Peacebuilding (P4P2) IDIQ. The project’s anticipated primary focus is to address the issue of ethno-nationalistic divisions which are hindering prosperous socio-economic development of the country by implementing memorialization initiatives that counterbalance one-sided narratives of the past, increasing youth’s resilience to divisive influences, and generating media and narratives that combat hateful rhetoric and promote shared values. This project will take place for approximately 5 years, between September 2024 to 2029, with an estimated budget ceiling between $4-9.99M. Employment is contingent upon successful award of the project to FHI 360, as well as USAID approval of the finalist.

Job Summary:

The Grant Manager will be responsible for managing the sub-grants that will be awarded under the Task Order and work directly with grant recipients to ensure that awards conform to United States Government (USG) procurement and competition requirements. The Grant Manager will monitor and report on the implementation of grant agreements by local grantees and oversee a small team of grant officers to ensure effective and compliant implementation. Additionally, the Grant Manager will lead the development, submission and approval of the project’s Grant Manual. The position will report to the Chief of Party. The Grant Manager will be located will be located in Sarajevo, BiH with anticipated project-funded travel throughout the country.

Primary Responsibilities:

  • Oversees grant activities in close collaboration with the Finance Manager and Chief of Party.
  • Understands and enforces the rules, regulations, criteria and guidance contained in the FHI 360 Grant Manual.
  • Oversees and supports the development of subaward agreements (grants) to local organizations from calls for proposals, application/proposal reviews, pre-award assessments, budget and scope negotiation, and grant finalization.
  • Monitors local grantee organizations’ grant implementation process, ensuring progress, compliance, and execution.
  • Supervises and manages grant team within the field office.
  • Performs other duties as assigned.

Position Requirements:

  • Bachelor’s Degree or its International Equivalent in Business Administration, Finance, Accounting or Related Field.
  • Eight (8) or more years of relevant experience including experience managing grant and subaward responsibilities for international projects.
  • Strong command of USG rules and regulations for development contracts.
  • Experience in monitoring grant award implementation, ensuring compliance with USG rules and regulations.
  • Experience in budget monitoring.
  • Strong experience working with local organizations in Bosnia and Herzegovina.
  • Ideally, the candidate will also have worked on USAID or other donor programs and be familiar with USAID’s approach to locally-led development.
  • Fluency in speaking, reading and writing in English and Bosnian, Serbian, and/or Croatian.
