JOB DESCRIPTION

FHI 360 is currently seeking qualified Finance Manager candidates to be proposed on the anticipated USAID/BiH Countering Ethno-nationalism in Bosnia & Herzegovina Task Order issued under the Programming for Prevention and Peacebuilding (P4P2) IDIQ. The project’s anticipated primary focus is to address the issue of ethno-nationalistic divisions which are hindering prosperous socio-economic development of the country by implementing memorialization initiatives that counterbalance one-sided narratives of the past, increasing youth’s resilience to divisive influences, and generating media and narratives that combat hateful rhetoric and promote shared values. This project will take place for approximately 5 years, between September 2024 to 2029, with an estimated budget ceiling between $4-9.99M. Employment is contingent upon successful award of the project to FHI 360, as well as USAID approval of the finalist.

Job Summary:

The Finance Manager will be responsible for managing, preparing, and directing the control of the project budget. They review and approve recommendations for financial planning and control, provide relevant fiscal information to senior management and USAID, assist in the development of internal financial audits, and provide leadership and technical guidance to the Chief of Party for annual work planning. The Finance Manager will also play a key role in compliance with USG rules and regulations for program implementation. The position will report to the Chief of Party. The Finance Manager will be located will be located in Sarajevo, BiH with anticipated project-funded travel throughout the country.

Primary Responsibilities:

  • Reviews and analyzes monthly financial reports regarding budgets – actual and forecast.
  • Provides recommendations and consults with management on project finances and compliance.
  • Leads financial reporting for annual budget planning, audit reviews and assessments.
  • Engages in the more critical and confidential aspects of financial analysis.
  • Works with confidential data, which if disclosed, might have significant internal and/or external effect.
  • Mentors staff and provides expert supervision.
  • Builds and trains staff on financial policies and procedures, and client relationships.
  • Performs other duties as assigned.

Position Requirements:

  • Bachelor’s Degree or its International Equivalent in Finance, Business Administration or Related Field.
  • 8 years’ relevant experience, including three (3) years in management and three (3) years working with international organizations.
  • Experience managing a financial analysis department is required.
  • Must have comprehensive knowledge of concepts, practices, and procedures with accounting, financial controls and financial information systems.
  • Fluency in speaking, reading and writing in English and Bosnian, Serbian, and/or Croatian.
