Organizational Setting and Reporting Relationship
The position of Operations Officer is assigned to the Office of the Director General within the East Asia Department (EARD/EAOD), which is responsible for relationships concerning ADB operations with Developing Member Countries in the East Asia subregion, with other multilateral and bilateral development agencies and other key stakeholders on matters relating to the subregion. EAOD provides overall coordinating assistance to the EARD Regional Management Team; in terms of development of country strategies and work programs, programming of loan, grant and technical assistance projects, portfolio monitoring, coordinating high level knowledge work, coordinating with other ADB departments including regional cooperation and integration and private sector development, and coordinating with external development partners, and overseeing operations of ADB’s resident missions in the People’s Republic of China and Mongolia. You will be based at our Headquarters in Manila, Philippines.

You will report to designated International Staff and will oversee Administrative Staff.

Your Role
As an Operations Officer, you will: support the Office of the Director General of East Asia Department (EARD) in effective reporting and information provision lead and manage knowledge activities (including but not limited to high-level policy dialogue with DMCs, facilitating south-south knowledge sharing, and generating quality flagship knowledge products), administer technical assistance products, support to ADB-wide regional cooperation and integration programs, and support for coordinating private sector development initiatives in East Asia; and communications and advocacy work.
You will:

Reporting and Information
● Contribute to the preparation of the Annual Report, in coordination with ADB’s Department of Communications and Knowledge Management (DOCK) and other departments/offices working in EARD developing member countries (DMCs);
● Contribute to and coordinate the preparation of Annual Meeting briefing papers, other briefing/informational notes ( including member information notes) and talking points for Management and the Board, as needed;
● Provide periodic reports for bank-wide knowledge activities related to East Asia, including updates for ADB’s K-Nexus, Work Program and Budget Framework (WPBF), and Budget;

Operations – Knowledge, Regional Cooperation and Integration, and Private Sector Development
• Coordinate with Sectors Group and the Climate Change and Sustainable Development Department in monitoring relevant knowledge products and activities, and coordinate preparation of the pipeline of publications and planned outreach activities related to East Asia and South-to-South knowledge sharing;
• Act as publishing focal for EARD flagship knowledge products, including assisting EARD staff on developing knowledge products and services, publishing, and knowledge sharing and advising on processes, standards, and quality requirements for publications, as well as options for funding and organizing outreach.
• Assist in developing and maintaining effective working relationships with think tanks and universities , and other partners;
• Assist in the organization of EARD’s flagship events (including sourcing of resource speakers; preparation of program, timely provision of minutes of the respective meetings/seminars; and arrangement of logistics and financing.
• Assist and support EARD’s regional cooperation and integration activities and coordination with other ADB departments on ADB-wide RCI activities, and EARD’s private sector activities including coordination with PSOD and OMDP in PRC and MON;
• Administer TA projects under EAOD responsibility, including engaging and managing consultants, monitoring of contracts, and managing TA budget.

Communications and Advocacy
• Support the preparation and organization of various media and materials for knowledge dissemination, including newsletters, presentations, seminars, regional workshops, audio visual materials, news releases, speeches and other materials, as required;
• Assist in the application of social media by Director General, EARD and designated staff, including drafting of text and preparation of content (including photos and other audio-visual materials);
• Prepare regular updates on communications-related activities.
• Perform other related tasks as needed.

Qualifications

You will need:
● Bachelor’s degree in Economics, Business, Communications or a development-related field, preferably with advanced training.
● At least 8 years of relevant professional experience in economic research-related work, communication for development, project administration, front office work coordination, or in a development-related field, with applied experience of knowledge-related work.
● Knowledge of technical assistance project operation, implementation, and administration.
● Working knowledge of ADB’s business processes and policies such as consultant management system, integrated disbursement system, TA request for payment system, will be highly advantageous.
● Written and verbal proficiency in English
