This is especially relevant for smaller economies like those in the Western Balkans—Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia. The region’s proximity to a market of 450 million people in the European Union creates a massive opportunity, which can only be realized if barriers to trade in goods and services are addressed, thereby allowing the potential of the region’s entrepreneurs, investors, and firms to be fully unleashed. The World Bank is working with each of the Western Balkan economies through policy advice and lending programs in several areas: trade, infrastructure, transboundary water management, digital economy, and mobility of people. Among the priorities currently discussed by the Western Balkan leaders, including through Berlin Process, are reforms aiming at improving connectivity among the Western Balkans and with the EU.
 
The World Bank’s Office in Brussels is opening the recruitment of an Extended Term Consultant (ETC). The ETC position is a unique opportunity to gain entry-level professional experience and first-hand exposure to the challenges – and rewards – of international development.
 
Position Context
 
Making transport cleaner and sustainable is one of the key drivers of transport policy in the World Bank and its European Union and Western Balkans Region partners. Following the adoption of the European Green Deal and the need for more targeted investments into the Green Agenda in the Western Balkans, the European Commission and the World Bank have established an €80 million partnership to support small and medium sized infrastructure investments in transport. Through the ‘Safe and Sustainable Transport Program’ (SSTP), managed by the World Bank, funds are operationalized as grants matching World Bank investment financing in the six Western Balkans countries of Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, Montenegro, and Serbia.
 
The World Bank Europe and Central Asia Transport Practice (ECA TP) is seeking an Extended Term Consultant (ETC) to support the operations of the newly established SSTP and become an integral part of the Western Balkans team. The position will be based in the World Bank’s Brussels office with frequent travel to the Western Balkans region.
 
Role & Responsibilities:
 
ECA TP is looking for an innovative, high-performing, and energetic ETC to join the ECA TP team to support the work program in the Western Balkans region through coordination of programming and implementation of the SSTP. The selected ETC will report to the Practice Manager and the SSTP Program Manager. 
 
The ETC’s duties will include but are not limited to:
 
• Provide analytical and technical support to the SSTP team working on coordination and implementation of the SSTP program: 
o Assist the SSTP team with the calls for proposals for public sector investments through blending and guarantee instruments – prepare draft call text and provide assistance to beneficiaries to improve the quality of drafting of Grant Application Forms (GAFs).
o Participate in the screening and assessment of submitted project proposals to be implemented through the SSTP instrument.
o Produce regular progress reports and analyses on the portfolio of projects supported by the SSTP (e.g., Monitoring Report, SSTP Annual Report, SSTP website management, completion reports). 
o Preparation of selected technical analysis in support of new program preparation and policy options. According to needs, prepare studies on technical questions; elaborate mutually agreed key performance indicators (KPIs) and report against them.
o Support to organizing all SSTP related meetings including logistics, preparation of documents, and drafting of minutes (e.g. SSTP Steering and Technical group meetings etc.). This includes ad hoc meetings and events and support to working groups. 
• Aid in the management/coordination of specific activities, which may include consultant procurement, case study preparation, presentations on country programs, internal strategy papers, etc.; 
• Contribute to selected analytical studies (ASA activities) or Trust Funds, particularly on issues related to climate resilience and decarbonization in transport and the institutional strengthening for the management and delivery of safe and sustainable solutions in the transport sector.
• Support the ECA Transport Unit in the development of annual work plans, progress reporting, project/program updates, management and donor reporting, liaising with key internal and external partner organizations; and 
• Carry out other tasks as requested by the Practice Manager and SSTP Program Manager, which may include preparation of briefings, organization of workshops and seminars, development of portfolio summaries, support key knowledge exchange events, coordinating publication of unit reports, etc. 

Selection Criteria

 

• Minimum Educational qualification: master’s degree in economics, international relations, business administration, engineering or other related fields;
• At least five years of relevant experience in sustainable transport and/or transport economics and/or economics;
• Good knowledge of EU funding practices in transport, decarbonization and climate priorities, including the European Green Deal;
• Strong organizational, research, and  presentation skills;
• Proven ability to work in a team and intercultural environment;
• Strong skills in economic and financial analysis of investment projects will be a plus;
• Excellent computer skills, such as Word, Excel spreadsheets, PowerPoint, web-based research
• Excellent oral and written communication skills in English;
• Knowledge of Western Balkan’s languages is a strong preference;
• Enthusiasm for, and commitment to development work; and
• Flexibility to travel frequently and on short notice.
