The World Bank Group in Iraq mobilizes financial and technical assistance in support of the Government of Iraq’s reform and development efforts. The World Bank portfolio in Iraq consists of 4 investment projects for a total amount of $1.45 billion, mainly support infrastructure and public services. The World Bank works closely with partners in the international community to support economic reforms that strengthen the long-term economy.

The Iraq Reform, Recovery and Reconstruction Fund (I3RF) was founded in partnership with the Government of Iraq (GoI) in 2018 and is funded by Canada, Germany, Sweden (and the United Kingdom (UK) until 2023). The I3RF provides a platform for financing and strategic dialogue for reconstruction and development in Iraq, with a focus on promoting targeted national reform efforts and improving the effectiveness of public and private investments in socio-economic recovery and reconstruction. The I3RF’s objectives, structure and scope are closely aligned with the National Development Plan (NDP), the Framework of the National Plan for the Reconstruction and Development of Liberated Governorates, and the World Bank Group Country Partnership Framework (CPF). Since its inception in November 2018, the I3RF has been working closely with the GoI to support its reform efforts, as well as recovery and reconstruction plans.

The I3RF is seeking to hire an I3RF Operations Officer to support the I3RF Secretariat. The I3RF Operations Officer will play a crucial role in coordinating World Bank engagement with bilateral donors and international partners. This would include supporting the Iraq Economic Contact Group (IECG) Secretariat and the I3RF Climate Resilience Technical Assistance. This position aims to enhance the I3RF’s role as a platform for donor coordination in Iraq.

Roles & Responsibility:

The main objective of the I3RF Operations Officer role is to facilitate effective coordination between the I3RF Secretariat and donor members of the Steering Committee, as well as with the IECG technical secretariat, and act as the World Bank’s Climate Focal Point in Iraq. The I3RF Operations Officer will be responsible for the following tasks:

1.Coordination with Donor Members of the I3RF Steering Committee:
• Participate in, log, and monitor all interactions with donors, ensuring the supervision of tasks and adherence to deadlines identified by the I3RF Secretariat.
• Assist in organizing, preparing, and documenting meetings involving one or more donors. This includes managing meeting scheduling and logistics with the support of the I3RF Program Assistant, as well as preparing relevant briefings and documentation.
• Support the preparation and review of documents or reports to be sent to donors, facilitate subsequent exchanges, and ensure effective communication.

2. I3RF Coordination with the IECG Technical Secretariat:
• Participate in the IECG secretariat alongside co-chair representatives, contributing to the preparation and participation in IECG technical meetings. Additionally, join the World Bank Country Manager and I3RF Program Manager in principal meetings as needed.
• Coordinate with technical specialists to prepare relevant briefings and documents for IECG meetings.
• Assist the IECG secretariat in managing broader donor coordination efforts by supporting the mapping and monitoring of donor support, including policy dialogue, technical assistance, loans, and private investments.

3. I3RF Climate Focal Point:

• Support the Climate Technical Assistance financed by the I3RF by assisting the team leaders as needed and contributing to technical products.
• ⁠Support the country management’s climate agenda, including monitoring of activities and preparation of briefs, by liaising with technical teams, partners and counterparts for any climate-related projects or events. World Bank’s Climate Focal Point in Iraq.

4. Duration and Location:
• The position will be an Extended-Term Consultant (ETC) contract, for a duration of 1 year with a possibility of renewal for one additional year, twice (i.e. up to a maximum duration of three years).
• The position will be based at the World Bank Country Office in Baghdad, with occasional travel within Iraq as required.

Selection Criteria

 

• A Master’s degree and minimum of 5 years of relevant professional experience in partnerships coordination, preferably in the context of international development or donor coordination.
• Excellent organizational and communication skills, with the ability to effectively engage with diverse stakeholders.
• Demonstrated ability to work in a team and under tight deadlines.
• Fluency in written and spoken English and Arabic are required.
