Organizational Setting and Reporting Relationship
The position Associate Project Officer is assigned to the Finance Sector Office (SG-FIN) within the Sectors Group (SG).

Your role
The Associate Project Officer provides analytical support to the Central West and South Asian (CWSA) Financial Sector Team’s objective of improving portfolio performance and technical assistance in project processing & administration. The incumbent will report to the designated International Staff and Senior National Staff.

You will:
• Support the Project Administration Unit (PAU) Head and senior National Staff (NS) in monitoring and reviewing mission back-to-office reports and aides memoire, progress reports and other available project performance indexes, provide analytical inputs in monitoring and evaluating portfolio performance in general and prepare briefing notes and other analytical exercises compiling the experience and lessons of projects in support of new areas of processing.
• Assist PAU Head and provide advice, guidance and analytical inputs to maintain high quality PPRs, ensuring quality and consistency, checking that they adequately capture the prevailing issues and risks, reflect proper identification and analysis of implementation issues and define feasible follow up actions, and provide relevant and accurate information about the project in a comprehensive manner.
• Consolidate and analyze SovOps data and prepares periodic and ad hoc reports on portfolio management under PAU Head supervision, maintaining and improving database (as needed) on the milestone events of ongoing sovereign and non-sovereign loans/TA projects, to monitor their progress, and to ensure that necessary actions are being taken by the concerned international and administrative staff without delay.
• Assist PAU Head in reviewing and monitoring CWSA’s consultant and procurement actions and ensure the compliance and consistency for each developing member country (DMC) and the region as a whole. Coordinate recruitment of staff consultants and resource persons. Analyze and prepare comments/ recommendations on bidding documents for procurement of goods and services, selection of consultants and training institutions to ensure compliance with ADB guidelines and policies.
• Initiate preparatory actions, assemble and evaluate basic data, analyze project costs and other associated design parameters, highlight issues to be addressed and prepare sections of the Report and Recommendation to the President (RRP) including PAM, FAM, Financial Management Assessment (FMA), Economic and Financial Analysis, and ensure that documents are consistent with the project framework, reflect specific DMC, executing agency and sector considerations based on the CWSA’s experience and developing member country (DMC) and the region as a whole.
• Support Mission Leaders and senior national staff (NS) in reviewing draft RRPs and TA papers, and provide advice on implementation arrangements, procurement, and other matters that relate to general portfolio management.
• Undertake Quality At Entry reviews of CWSA Team’s documentation.
• Analyze and prepare recommendations on requests for approval of changes in project scope and implementation arrangements, reallocation of loan/TA proceeds and extension of closing dates.
• Review and evaluate executing agencies’ (EAs’) bid evaluation reports and prepare recommendations for award of contracts, prepare yearly projections of contract award and disbursement in coordination with the EAs and provide general guidance to EAs on ADB’s procurement guidelines and policies.
• Participate in project inception review, mid-term review, special loan administration missions and project completion review missions as necessary.
• Perform other duties that may be assigned.

Qualifications

You will need:
• Bachelor’s degree, and preferably with advanced studies or training in economics, finance, business administration or equivalent.
• At least 6 years of hands-on experience in finance or public sector development
• Experience in applying expertise in an international setting.
• Demonstrated expertise and experience within a specific area
• Familiar with good industry practices and guidelines within area of expertise
• Effective report-writing and communication skills in English
• Proficiency in management of database, high level of computer proficiency
• Able to guide Administrative Staff (AS) to facilitate work planning, delivery and quality review
• Able to liaise and work effectively with government officials within own work location
• Able to work collaboratively with teams as a constructive team member.
• Strong oral and written communications skills
