There are few greater challenges faced by the global community than the twin crises of learning poverty and youth unemployment. In response, the Education Commission (chaired by Gordon Brown, former UK Prime Minister and UN Special Envoy for Global Education) and the Global Steering Group for Impact Investment (chaired by Sir Ronald Cohen) came together with our founding CEO (Her Excellency Dr.) Amel Karboul to create EOF. We aim to improve the education and employment outcomes of 10 million children and youth, by supporting governments to utilize a range of innovative finance instruments at scale, including outcomes funds and other results-based financing (RBF) instruments.

EOF is backed by a range of world leaders who support us to shape our approach and achieve our ambitious aims, as well as leaders in education and impact investing:

EOF supports improvements in the quality of education and skills programs, with a special focus on girls and underserved populations, including those in the hardest to reach rural areas. It measures (and pays for) what matters – both core skills like literacy and numeracy, but also critical 21st Century skills such as socio-emotional skills, ICT skills, and other broader fundamentals of a quality education. It helps close the persistent gap between the skills needed by employers and those attained by today’s youth.

For all the above, EOF pays primarily on the basis of the results achieved, ensuring that taxpayer-funded domestic resources, aid, and philanthropic funds are only used to pay for what works. This is a game-changing way to finance results in education, focusing attention and realigning systems on the most challenging but most important measure of a program’s performance: whether it is improving lives.

Together with our supporters, we believe this is the early stages of a much larger movement, with huge potential to increase learning outcomes for children and youth around the world, though improved aid effectiveness and government spending.

Since our inception in 2018, EOF has:

  • Partnered with governments in Ghana and Sierra Leone to establish the two largest outcomes funds to date in developing countries, mobilising ~$50M for these programs.
  • Established itself as a leading global player in RBF, and the only dedicated center of expertise for RBF in education and skills.
  • Become the first outcomes fund hosted by the United Nations within UNICEF, as a scalable platform to partner with governments around the world.
  • Established a major partnership with the LEGO Foundation, to develop a scale portfolio of RBF programs in early childhood across a diverse range of countries, as well as to amplify the movement and ecosystem of partners around this approach.
  • Had our innovative approach featured in the Stanford Social Innovation Review, FT, Economist, Brookings, and more.
  • Built our institutional capacity to contract and implement large-scale outcomes funds more efficiently and effectively than historic impact bonds.
  • Established a strong culture of performance and an active focus on ongoing professional development for all our team.

How can you make a difference?

PURPOSE OF THE ASSIGNMENT

We are looking for a consultant who can support us in:
(1) identifying the scope, learning goals, delivery method and pedagogical approach of different ‘learning offerings’ based on learner needs;
(2) designing the ‘learning journey’ within each offering including curriculum, learning materials, assessments (if relevant), most suitable mode of delivery for greatest learning potential as well as identifying external contributors;
(3) designing a strategy for scaffolded and well-sequenced launch of these learning offerings;
(4) exploring the feasibility of a stand-alone course;
(5) ensuring we design our learning offerings to be as meaningful and impactful as possible within a realistic delivery timeline.

The estimated timeframe for this consultancy is as follows: May 2024-February 2025.

DESCRIPTION OF ASSIGNMENT

Deliverable 1: Detailed workplan designed in consultation with Learning and Engagement Team.

The plan will be presented as a Word document (3000-4000 words) including timeline, detailed activities, list of resources to review, individuals and partner organizations to engage.

Produce a detailed workplan with key activities and milestones to achieve the objectives of the consultancy and identify any key information or assistance required.

EOF teams will make sure that the consultant will have the necessary onboarding and access to the right resources.

Deliverable 2: Scope, learning goals, most suitable delivery method and pedagogical approach of different ‘learning offerings’ based on learner needs. This will be presented either as a Word document (4000-5000 words) or a slide deck (15-20 slides) This will involve desktop research, internal workshop with EOF program colleagues, analysis of audience and partner organisation needs. 8 End of June 2024
Deliverable 3: Design learning journeys for each agreed-upon learning offering (estimated 5 offerings designed for external use and 3 offerings for EOF’s country program needs)

This will be presented in two batches as Word document plans for each learning offering.
a) First 50% of plans
b) Remaining plans

Length will be determined by complexity of offering as scoped in Deliverable 2.

This will include curriculum, learning materials, assessments (if relevant), ensuring tailoring to mode of delivery for greatest learning potential, and list of recommended contributors. 32-40 days (4-5 days per offering) a) Start-mid September 2024

Deliverable 4: Launch strategy for suite of learning offerings. This will be presented as a calendar with a complementary Word document explaining the strategy. This calendar will reflect a strategy for scaffolded and well-sequenced launch of these learning offerings considering audience, timings of other learning offerings in the ecosystem and the internal capacity of EOF and timelines for reviewing materials. 4 End August 2024
Deliverable 5: Presentation on the potential of EOF hosted stand-alone course.
These findings will be presented in a 2-hour internal presentation.
This will include an assessment of need, feasibility, cost, potential partners and capacity requirements for course production. 3 End of February 2025
Deliverable 6: Weekly one-hour progress meetings These meetings held on MS Teams weekly for three weeks out of every month for progress updates, next steps and brainstorming. The estimated working days take into account 1 hour for meeting & 1 hour for preparation and follow up = 6 hours per month 9 Weekly throughout consultancy
 Total estimated working days – 68

The maximum number of working days in this contract is 68, and the consultant will be paid based on the number of days worked and the progress made against specific deliverables.

To qualify as an advocate for every child you will have…

  • At least a master’s degree in education, educational psychology, adult education, instructional design, learning sciences, curriculum and instruction or other field relevant to learning design.
  • At least 8 years of professional work experience with demonstrated expertise and extensive experience in designing learning processes and materials.
  • Designed and managed at least three learning offerings, preferably to a range of stakeholders.
  • Excellent written and oral communication skills in English.
  • Knowledge of and experience in innovative finance and/or early childhood education and/or global development is strongly preferred.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
