This position is located located at 500 D Street, SW., Washington, DC within the Bureau for Resilience, Environment and Food Security’s (REFS) Feed the Future Office of Country Implementation (OCI)., at the U.S. Agency for International Development (USAID).

Duties

  • Identifies, analyzes, understands, and applies complex food security concepts and information to USAID development activities, strategies, initiatives, and priorities.
  • Utilizes food security knowledge and experience to advise, lead and assist in developing and overseeing food security development activities, including reporting and knowledge management.
  • Supervises and manages workload for employees up to the GS-14 level, establishing performance expectations; providing coaching, mentoring, and feedback; and performing performance management and administrative functions of the staff supervised.
  • Serves as the primary advisor on gender, youth, digital, and local capacity issues related to climate, resilience, nutrition, and food security. Uses food security knowledge and experience to provide technical guidance on Feed the Future programming.
  • Cultivates relationships with stakeholders, including host governments, other U.S. agencies, multilateral and donor organizations, and research institutions, representing Agency positions, influencing agendas, and advancing shared objectives
  • Develops, implements, and oversees development of policy and technical guidance for stakeholders to apply evidence, data, and best practices related to gender, youth, digital, and local capacity development to resilience and food security programs.

  • Must be able to obtain and maintain a secret security clearance.

  • If you have no prior Federal experience or are selected under Delegated Examining procedures, you will be required to serve a one-year probationary period.
  • If you elect to be considered under Merit Promotion requirements, you must meet the Time-in-Grade requirements before the closing date of this vacancy announcement.
  • These are Testing Designated Positions (TDP’s) under the Agency’s approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
  • You may be required to serve a one year Supervisory probationary period.
  • International travel is required.

Qualifications

Specialized Experience:

GS-15:You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) supervising and managing a multi-sectoral team of three or more full time employees, including setting performance standards, evaluating performance, providing feedback, and taking action to correct performance and/or conduct deficiencies; b) presenting, defending, and advocating for positions on key issues to your organization’s senior leadership; AND c) advising your organization’s senior leadership on the appropriate methods and techniques to use in order to achieve food security program goals and objectives.
This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to – and essential for – satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.

The selective placement factor for this position: This position is a highly technical and advisory position, leading the implementation of food security programs. This requires experience and understanding of international development and how programs are conceived, designed, and implemented. The incumbent also engages with the interagency and other development partners, as well as represents USAID, in the development and foreign assistance arena. Therefore, the incumbent must have the relevant experience and knowledge at entry in order to successfully meet the requirements of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position’s minimum requirements.
