JOB DESCRIPTION

What we are looking for:

We are looking for a highly experienced Education Specialist to support in the technical development of the education Core Competency (CC), provide strategic direction and ensure quality assurance to the CC. The position holder is responsible for mentoring, training, and developing the capacity of staff on technical educational components across different governorates in Yemen. The Specialist will take a lead role in education related coordination mechanisms, and actively contribute to advocacy as well as programme design and proposal development for the fundraising for the CC.

What you will do:

  • Contribute to the Education Core Competency Global/Regional tools, guidelines, policy and research studies on relevant thematic topics.
  • Lead external coordination engagement with cluster mechanisms and other humanitarian actors.
  • Develop and pursue the Country Office funding strategy, including lead program development/proposal writing processes, to increase scope of program portfolio and diversify the donor funding base.
  • Conduct integrated needs, feasibility assessment and studies to develop the program strategy for the Education CC in Yemen, including alignment with the NRC Country Strategy
  • Collaborate with the Ministry of Education (MoE), and education stakeholders in country to support the development of specific programmes, such as (but not limited to) Non-Formal Education (NFE), including development of sustainability plan and exit strategy.
  • Develop lessons learned, best practices and recommendations regarding programming in education and in general.
  • Explore possibility for the expansion of youth education and training programme for young people between 15 to 24 years old, providing a pathway to further learning, livelihood/ job opportunities and community engagement.
  • Collaborate with the MEL unit to ensure monitoring and learning of the education program, focus on quality control of activities, conduct lessons learned, and undertake outcome monitoring and data analysis, among others. It is aimed to use evidence to inform programme design and management.
  • Contribute to the ongoing delivery of ‘Safe and Inclusive Programming’ (SIP) Action Plan targets, in close collaboration with the SIP focal point.
  • Lead capacity building activities to strengthen field staff skills to understand and deliver safe programming based on NRC Protection Policy, SIP guidelines, roadmaps and training materials as per designated responsibilities.
  • In close coordination with the Advocacy and Communications team, articulate concerns and organize relevant evidence pertaining to Education issues in Yemen that contribute to NRC’s advocacy efforts.
  • Provide technical direction and program implementation support.

What you will bring:

  • Degree in International Relations or Social Sciences (Master’s degree would be advantageous).
  • Minimum 4 years of experience in a senior level advisory role and/or programme implementation role in a humanitarian/recovery context. Knowledge of the context in Yemen desirable.
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
  • Advanced computer skills, especially in MS Word, Excel, Power Point and Outlook
  • Proven experience on strategy and programme development with managerial experience desirable
  • Technical Education expertise, in particular education in emergencies, non-formal education, youth programming and phycological support.
  • Ability to work effectively in a matrix hierarchical structure with various internal interlocutors and communication lines.
  • Experience with Program/program start-up, exit or similar strategies.
  • Good understanding of key technical standards (INEE, SPHERE, HAP, IASC, gender mainstreaming, IHL, humanitarian principles etc.) with the ability to integrate into response programming.
  • Experience in team capacity building.
  • A clear interest and understanding of humanitarian issues from emergency to protracted crisis.
  • A clear interest and understanding of Protection Mainstreaming (Safe and Inclusive Programming).
  • Fluency in English, both written and verbal. Knowledge of Arabic is highly desirable.

What we offer:

  • Duty station: Sana’a – Yemen
  • Contract: 12 months (Fixed-term contract renewal based on performance, funds availability and need for the position)
  • Travel: Up to 40% (within the Yemen areas of implementation)
  • Salary/benefits: grade 9 on NRC’s salary scale, with accompanying terms and conditions
