Program and Position Overview
The Energy Program at WRI India is seeking an expert on PMEL (Planning, Monitoring, Evaluation and Learning) to work with and support research focused on India’s development, energy for equitable development, electricity governance, industrial decarbonization, a just energy transition.
You will work with the program leadership to strengthen the Energy Program’s PMEL efforts. You will support the institutional understanding and integration of PMEL and to bring in modern thinking and approaches to our work, establishing best practices in monitoring and evaluation. This will include learning from peer organizations, trainings and disseminating knowledge, to build a broad cohort of expertise across the Program.
You will help with the reporting process that is used to set strategy and recommend actions to better measure and capture impact. Main parts of the role include ensuring that monitoring and evaluation frameworks, approaches and methodologies are adopted to understand the outcomes and impacts of our work, and that there are iterative feedback loops to incorporate learning into the strategic planning process.
You will also work directly with select project teams to support integration of PMEL into projects, to improve the robustness of our research how our efforts are achieving desired impact. You will also contribute to topical workshops, team retreats, and learning events.
About your role:
Strengthen Program Strategy
  • Review the Energy Program’s strategy and annual plans, including the development and strengthening of midyear check-ins and follow-up of main takeaways and action points
  • Analyse and produce reports for program leadership to evaluate progress against strategic objectives.
  • Lead the development and tracking of institutional ToC processes with the Managing for Results (MfR) team. Ensure that MEL framework development is aligned to institutional processes.

Improve Project Management and Impact

  • Help project teams utilize PMEL to inform research methodology development.
  • Maintain a broad, substantive knowledge of issues related to the Energy Program’s portfolio and its strategic goals to support collaboration with other programs.
  • Working with the program leadership, provide strategic insights into team meetings and helping focus on stronger impact by reviewing proposed new work and giving rigour to the sunsetting process and supporting ongoing strategy reviews.
  • Coordinate with MfR for programmatic institutional commitments and improvement.
  • Responsible for developing trainings and guidance on strategy development and theory of change, including keeping updated on the latest literature on modern thinking and approaches, and best practices in strategy development and project implementation.
  • Ensure lessons learned through PMEL processes are captured and shared to advance the application of best practices throughout the team.
  • Ensure data streamlining and process development across project KPIs, donor deliverables and ToCs.
Technical PMEL Support
  • Establish a cycle of evaluation within WRI India’s Energy Program, and provide leadership for, and support of, ongoing evaluations across the program, including dissemination of lessons learned internally and externally.
  • Working with thematic teams and projects, identify potential evaluation questions, develop evaluation methodologies and liaise with external evaluators.
  • Provide targeted guidance and direct PMEL support to project teams, including strategy and program design of theories of change, monitoring and project implementation.
  • Be an internal reviewer for publications related to monitoring, evaluation and research design.
  • Serve as support to team to design research/ evaluations ensuring design and evidence gathering.
  • Conduct proposal reviews to help integrate MEL from the outset and provide guidance on M&E reporting and indicators to subgrantees and partners.

Qualification and Requirements we seek:

  • 7-10 years of relevant, full-time work experience with demonstrated involvement in project design and strategy development
  • Master’s degree in public policy, economics, political science, environmental studies, or related field. PhD would be added advantage
  • Demonstrated experience and expertise in program design and monitoring, evaluation and learning, developing theories of change, strategy development, results frameworks, change management, or related subject areas
  • Strong quantitative and qualitative analytical skills. Knowledge and experience of using R, SPSS, Atlast TI, NVivo or other similar software desirable. Experience of using MS Excel is a must.
  • Sector-specific knowledge and experience related to the impact of energy on climate change, agriculture, healthcare, sustainable cities, and electric vehicles is preferred. Intersectional understanding of developmental projects and processes is desirable.
  • Demonstrated experience conducting gender analyses, political economy analyses, baseline assessments, or other project or program planning assessments.
  • Extensive experience utilizing good practices in identifying the rationale for the research methodology, developing protocols and safeguards for data collection and management, communicating results transparently, etc.
  • Excellent communication skills, both oral and written.
  • Superb attention to detail
  • Demonstrated ability to work both independently as well as part of a team. Self-starter with ability to juggle multiple assignments at one time.
  • Demonstrated passion for WRI’s mission, including a working knowledge of key issues within WRI’s portfolio
Salary and Benefits: INR 15,00,000-18,00,000
Salary shall be commensurate with experience and skills. WRI offers a generous and comprehensive benefits package.
