Senior Engineering and Construction Officer reports to Chief Construction Management Division .

Responsibilities

– Is responsible for developing non-standard Bills of Quantities (BoQs) items to match the new requirements to be used as a template of BoQs for new designs. Agency-wide; reviews the existing BoQs and Tender Documents and those received from Design Units/teams and Consultants in terms of the logic, constructability, coherence and complementarity as well as compliance with local and international standards as applicable and coordinates with designers to make necessary modifications; provides technical support in these areas to design units in the Fields/HQs. – Reviews and updates the new Construction Specifications of the Agency; advises on the development of Agency-wide specifications of materials contract forms and tender documents and provides support to Fields in this area. Establishes standard procedures to serve as a basis for preparing the construction and maintenance cost estimates at different phases of project preparation, including developing the Agency’s cost estimate; advises and provides technical support to the Fields on issues related to cost estimation and cost control. – Establishes standard procedures to serve as a basis for preparing the construction and maintenance cost estimates at different phases of project preparation including developing, the Agency’s cost estimate; advises and provides technical support to the Fields on issues related to cost estimation and cost control. – Monitors and evaluates construction and maintenance works in the areas of measurement, cost and contractual issues; provides technical support to the Fields and carries out random technical audits of final accounts and Agency’s supplied materials for construction and maintenance projects. Assists the Fields in the area of construction claims’ review and analysis and makes recommendations on most feasible action(s) in accordance with the contract. – Performs other duties as may be assigned by the supervisor.

Work Experience

At least eight years of relevant experience in construction and related engineering areas, including management, surveying, quantity surveying, preparation of tender documents and construction management are required. Of which at least three years should have been in technical supervision or oversight of projects/activities in related engineering areas are required. Experience in conducting training courses related to construction management is required. Experience in similar low-cost construction works in the Middle East area is desirable. Type of Contract: Fixed Term Appointment Contract Type: Fixed Term Appointment for 3 years; including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance, and continuing need. Grade and Salary, Grade 18: Monthly basic salary JD 1246.60 plus special occupational allowance (SOA) of 69.90% of the basic salary (SOA may change from time to time).
