Terms of Reference

1. General Background
(Brief description of the national, sector-specific or other relevant context in which the individual contractor will operate)

Iraq hosts over 300,000 refugees and asylum-seekers, including Urdu- and Pashto-speaking individuals. UNHCR, the UN Refugee Agency, serves the refugee and asylum-seeker population in Iraq through its country-level offices in Erbil and Baghdad and through its field-level offices in Erbil, Baghdad, Duhok, Sulaymaniyah, Mosul and Kirkuk.

In line with UNHCR’s strategic engagement with Refugee Status Determination (RSD), and to determine individual eligibility for refugee status in circumstances where this remains the most effective protection intervention, UNHCR Iraq is offering a UNOPS position on a part-time basis for an Urdu and Pashto interpreter to meet the RSD needs of the populations speaking these languages. The position would be suitable for remote work, and candidates based outside of Erbil are encouraged to apply.

2. Purpose and Scope of Assignment
(Concise and detailed description of activities, tasks and responsibilities to be undertaken, including expected travel, if applicable)

The Protection Clerk/Interpreter will report to the Associate RSD Officer in Erbil, and will carry out the following duties on an as-needed basis:

• In a timely manner, translate accurately and professionally documents relating to RSD and other UNHCR Protection purposes from Urdu and Pashto to English and vice versa;
• Interpret during RSD and other UNHCR Protection interviews;
• Interpret for other Protection information sessions, briefings and/or trainings, as and when needed;
• Interpret for telephone calls with asylum-seekers and refugees; and
• Perform any other interpretation and translation functions as requested by his/her supervisor.

3. Monitoring and Progress Controls

The Protection Clerk/Interpreter, on a weekly basis, will report to his/her supervisor on the work performed that week, including the number of interviews where he/she provided interpretation, the number of phone calls where he/she provided interpretation, the documents translated, and any other activities.

4. Qualifications and Experience
(List the required education, work experience, expertise and competencies of the individual contractor. The listed education and experience should correspond with the level at which the contract is offered.)

• Highschool

b. Work Experience
(List number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)

• 1-year relevant experience with High School Diploma; or Bachelor or equivalent or higher
• Prior experience in reporting and drafting in English, Urdu and Pashto is desirable.
• Prior experience in translation and interpretation between English and Urdu and English and Pashto is desirable.
