Result of Service
He/She will develop activities of video production and editing for the documentation of workshops related to UN-Habitat São Gonçalo activities. The Consultant will work in close collaboration with the operational and technical team of UN-Habitat Office in Brazil.

Duties and Responsibilities
Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies. The “São Gonçalo 2030” project aims to support the Municipality of São Gonçalo in reducing inequalities in the municipality based on the fulfillment of the 2030 Agenda in the city. In particular, the proposal focuses on improving the capacities of the Municipality’s Direct Administration for monitoring urban conditions and trends at the local level and providing evidence-based information to build sustainable and integrated urban policies locally, complementing the objectives of the city’s Strategic Plan called “Novos Rumos”, and the five pillars that guide it: efficient and transparent public management, safe city, well-kept city, healthy city and fair and inclusive city. To achieve the proposed objective, the municipality of São Gonçalo, through the Secretariat for Integrated Management and Special Projects, formalized this partnership with the United Nations Human Settlements Programme (UN-Habitat) focused on strengthening technical capacities, improving and standardizing monitoring systems and the use of data, innovation in public management and community mobilization, providing for the use of UN-Habitat methodologies and tools and considering different lessons learned and collaboration with relevant global divisions as a starting point for the project. At the end of the twenty months of implementation, the project will have generated evidence and strengthened public sector capacities for urban planning; integrated the work of different sectors of the local administration with the existing legal and financial framework, maximizing the positive impact with the efficient use of resources; and generated civic support, based on transparency, to promote the continuity of the initiatives and their execution. In addition, the proper training of the Municipality’s staff considering the Sustainable Development Goals (SDGs) and the New Urban Agenda (NAU) will be essential for making better public policies and providing a better service for the benefit of the entire population. In order to support the implementation of this project, we are looking for a Video Maker to ensure a good record of the Launch Event of São Gonçalo Project and to work with scripting and editing said content for the platforms used. Report to UN-Habitat Manager The Consultant (Video Maker) reports to the National Officer for Brazil, who will evaluate him/her. Responsibilities Under the overall supervision of the National Officer for Brazil, the Consultant (Video Maker) will: a) Video production, editing and subtitling. b) Vectorization of images, formatting photos in Photoshop for web stories, speeches and other webpages. c) Maintain a shared and organized archive of all the multimedia produced; d) All Software licenses for editing images must be the property of the Video Maker, as well as it is their (his/her) responsibility to bring all audiovisual equipment, if needed, to perform the described activities (cameras, lenses, flashes, microphones, batteries, tripods, connectors, and cables) – excluding UN-Habitat of any liability for damage or cost related to it; e) Participate and provide video coverage of one in person event for the launch event of São Gonçalo Project to be held in April in the city of São Gonçalo – RJ; f) The Video Maker will obtain the relevant written consent for video usage from concerned people/authorities. Video and photographs subject release forms signed by parents or legal guardians of children under the age of 18 will be delivered to UN-Habitat Office together with the images; g) Be responsible for travel needed for the project development, when possible. The Consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE is required to be accredited during the first month of employment. The Consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The Consultant will deliver the following products: Product 1: Workplan and videos scripts Description: • Workplan containing video and interviews scripts proposal regarding Product 2 and Product 3. Expected Delivery Date: 7 days after signature of contract Product 2: Launch Video Description: • One (1) video of approximately 3.5 min. • Quality 4k. • Script to be submitted and approved by Communication and Technical project teams. • Participate in two meetings, one to discuss and approve the script and one to showcase the first version of video. Expected Delivery Date: 15 days after signature of contract Product 3: Launch event of São Gonçalo Project Description: • In person coverage of the launch event of São Gonçalo Project to be held in April in the city of São Gonçalo – RJ. • One (1) video of approximately 3 min about the event and the Project, containing at least four (4) interviews with participants. • Three (3) videos of approximately 1 min in vertical format designed for Instagram Reels containing respectively: (1) the highlights of the International Seminar; (2) testimonies of participants; (3) presentation of São Gonçalo Public Policies Observatory. Expected Delivery Date: 7 days after the Launch event of São Gonçalo Project
Qualifications/special skills
Academic Qualifications: Required: ● A Secondary School certificate is required, or an additional two years of relevant technical experience to the post, beyond the requirement. Desired: ● Bachelor’s degree in Communications, Journalism, Marketing, Public Relations, Film Studies or related fields. Experience: ● A minimum of four (4) years of experience in video editing, production and photography is required, with portfolio provided upon request; (Time of experience as self-employed, interns, and part-time count as 50%. Non-relevant experience for the position is not counted). ● Experience with workshops and public events documentation is highly desirable. ● Knowledge of local context is highly desirable. Skills: ● Proficiency in the use of software such as Adobe Premiere or equivalent and Adobe Photoshop is required. ● Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required. ● Good understanding of social media platforms (Facebook, Twitter, Instagram, YouTube, etc.) and its different dynamics and characteristics for adequate application of graphic design products is required. ● Experience related to the UN and/or any other international agency is an asset. Knowledge Management ● The person must know the processes, procedures and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. ● The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. ● The person must know the files of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. ● The person will prepare databases related to running the project. ● The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. ● The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. Competencies ● Professionalism: Experience working in an inter-institutional environment, project management, monitoring-evaluation; approaches and strategies regarding good urban governance and local and regional development. ● Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. ● Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. ● Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main streaming of vulnerability; willingness and ability to work in difficult environments.
Languages
● Fluency in Portuguese is required. ● English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. Good command in oral and written Spanish and English will be considered as an added advantage.
Additional Information
Remuneration SB3-2 (UNDP Brazil Salary Scale, 100%) The consultant will receive a total amount of BRL 5.537,55, to be paid in three (3) instalments, upon the presentation and approval by supervisor of the following products: ● Payment 1 (10%): Upon delivery and approval of Product 1 (BRL 553,75). ● Payment 2 (30%): Upon delivery and approval of Product 2 (BRL 1.661,27). ● Payment 3 (60%): Upon delivery and approval of Product 3 (BRL 3.322,53). Travel details The Consultant must be available to travel to the places related to the activities in the country, if requested by the National Officer for Brazil and/or the International Officer. Note: During the COVID-19 pandemic quarantine, travel is not advised. Appointment against this post is on a local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.
