In positioning the WBG as an employer of choice and leader within the development community and to better respond to the diversified needs of the organization’s shareholders and staff, the People and Culture Vice-Presidency is expanding its footprint in its field offices, to be closer to its clients. Specifically, the PACLS Staff Development (SD) Program which supports the learning and development of WBG staff globally by providing face-to-face training, distance learning, job aids, and online resources is expanding its operations to be fulfilled from the Africa region. The Language Program offers either virtually or face-to-face language training in Arabic, Chinese, French, Portuguese, Russian, Spanish, English as a Second Language (ESL), as well as other languages. It delivers group and private language training to a growing total number of 5,000+ participants per year. To ensure a successful provision of language training to the WBG staff globally, the Language Program is looking for an Extended Term Temporary (ETT), Learning and Development, based in Washington, DC, working closely with the Language Program Supervisor and Unit Manager based in Washington, DC.

Duties & Accountabilities

Program Support:
• Design and manage courses on the WBG Learning Management System (Open Learning Campus or OLC). After the initial course design on the OLC platform (done in collaboration with the Learning Officer), the Extended Term Temporary (ETT) is expected to manage each course, class, and session independently. This includes: i) entering the relevant information in OLC for each course/class; ii) testing the system to ensure correct information is displayed to participants; iii) enrolling, managing, and tracking participants; and iv) ensuring follow-up actions are taken in a timely manner pre-and post-course (ensure eligibility criteria are met for enrollment, attendance tracking and reporting, chargeback, evaluations, etc.).
• Send course confirmations to participants (3 times/year for group, every month for private); in coordination with Learning Officers, send participants list to vendors and class schedule to in-house instructors.
• Organize language testing for new participants (3 times/year for group, every month for private) and for all participants once a year; follow up with participants to ensure assessments are timely completed.
• Provide back-up to the Senior Program Assistant based in Dakar, Senegal.

Communication and Information Management:
• Act as the focal point for all communications with stakeholders. The Extended Term Temporary (ETT) is expected to be the focal point for all communications related to course administration with the different stakeholders, including participants, their managers, and course instructor; drafting outgoing communication and updating marketing /website related to learning offerings.
• Work closely with external providers (Mango Languages and Learnlight) accounts: keep track of participants, provide Mango Language app access to clients, keep track of and produce reports on usage as needed.
• Provide support to Learning Officers as needed, including drafting presentations.

Chargeback Management:
• Process through the OLC monthly training chargebacks for private and intact team modalities and quarterly training chargebacks for group training. Update completion status in the system.

Data Management and Records:
• Provide management support including: i) review and screen needs assessment forms from applicants, and ii) manage and maintain a database of users (master Excel file) to capture data and extract data from the Language Program Dashboard.
• Manage attendance tracking system: monitor data entered by language instructors regularly; generate attendance reports monthly for chargebacks; act as liaison with the Information Technology (IT) team in charge of the tracking system to ensure proper functioning; provide training for language instructors as needed; and ensure discrepancies across all schedules are resolved in a timely manner.
• Collaborate with Learning Officers on collecting and processing data for Kirkpatrick’s Levels 1-4 Evaluation of the program and on its business impact.
• Send language assessment results to clients, update results in PeopleSoft, and maintain language assessment data file updated and produce reports when needed.
• Maintain and keep updated folders and files in shared drives.

Program efficiency and improvement:
• Contribute to increase program effectiveness and efficiency as needed. The Extended Term Temporary (ETT) is expected to contribute to the continuous program workflow and administration improvement, suggest ways to streamline processes to increase efficiency, and actively participate in brainstorming, testing, and implementing of new processes.
• Collaborate with Learning Officers on adapting and improving communication and marketing material and delivery for specific learning offerings, through various marketing channels.

Selection Criteria

• Bachelor’s degree in HR or related field desired, with 10 years of experience or equivalent combination of education and experience.
• Advanced proficiency in written and oral communication, including good presentation skills, in English is essential. Fluency in Spanish is preferred.
• Advanced skills in Excel with ability to manage large databases, including formulas, use of pivot tables and charts.
• Advanced proficiency in all Microsoft Office Applications. Competence using SharePoint is highly desirable. Ability to use World Bank systems (PeopleSoft, SAP, MS products, etc.) is a plus.
• Proven experience in catalog building, evaluating, reporting, and monitoring, using the learning management system (Cornerstone LMS preferred).
• Proven experience in project-management with ability to work independently, from beginning to end, showing ownership and accountability for results.
• Demonstrated initiative and creativity promoting effectiveness, in learning and/or supporting implementation of emerging technology and systems relevant to effective work of the unit.
• Excellent time management: ability to juggle multiple tasks within tight deadlines.
• Strong critical thinking and problem-solving skills.
• Thorough attention to details despite large volume of data to maintain, to ensure accurate chargeback, budget projections, and data records.
• Strong interpersonal skills, including the ability to work effectively in a virtual and multi-cultural team-based environment.
