About this position:

The IDB Fiscal Management Division (IFD/FMM) is seeking a full-time consultant to support public investment management knowledge production and dissemination as well as the technical assistance to countries according to the technical cooperation RG-T4318. The consultant should be familiar with the work of the Public and Private Infrastructure Investment Management Center (PIMAC) of the Korea Development Institution (KDI). In this regard, the consultant should support the review of PIMAC’s experiences in relation to ex ante project appraisal, execution of projects, institutional arrangements, and organization within PIMAC. In addition, he/she should be familiar with the monitoring of investment projects during the implementation phase. The consultant will work in the team of the Bank’s Fiscal Management Division, which is part of the Institutions for Development Sector. This team is responsible for supporting the formulation and execution of sustainable and inclusive fiscal policies, to promote economic growth in the region.

What you’ll do:

  • Support the implementation of the components agreed in the technical cooperation upon its successful completion. Components will include preparing discussion papers, analysis on public investment data of LAC countries and other regions, supporting related seminars or forums, and disseminating results.
  • Prepare technical notes on the Korean experience regarding public investment management.
  • Assist in developing policy recommendations for strengthening public investment management fostering the LAC’s institutional capacity, taking Korean best practices into account.
  • Assist the TL in fostering partnership with Korean partners, in particular the Korean Development Institute and the Ministry of Economy and Finance, prepare project proposals and ensure internal and external guidelines are met in terms of donor reporting and project monitoring.
  • Support the organization of knowledge dissemination, including a workshop in Korea about PIMAC’s experiences in relation to ex ante project appraisal, institutional arrangements, and organization within PIMAC aimed at Latin America and the Caribbean clients.
  • Analyze public investment data for the development of research and infographics on the subject.
  • Elaborate presentations with key and interesting messages for clients in the region and beyond.
  • Assist in other activities as needed by the Division related to public investment.

What you’ll need

  • Education: Bachelor’s degree studies in economics, public policy, public administration, or related. Master’s Degree preferred.
  • Experience: At least 3 years of professional experience in data analytics, public investment, fiscal management and/or governance of infrastructure management
  • Languages: Proficiency in English and Proficiency in Korean is preferable.

Requirements:

  • Citizenship: You are a citizen of one of our 48-member countries.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Type of contract and duration:

  • Type of contract: International Consultant Full Time (CNS).
  • Length of contract: 12 months.
