The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide and working in 123 countries and territories. WFP is well known for its ability to deliver food assistance rapidly to people in need. To respond effectively in the challenging contexts in which WFP operates, staff require sound knowledge of the fundamentals of emergency and transition programming, as well as skills in specialized areas. WFP was the recipient of the 2020 Nobel Peace Prize awarded for its efforts to combat hunger, for its contribution to bettering conditions for peace in conflict-affected areas and for acting as a driving force in efforts to prevent the use of hunger as a weapon of war.
The World Food Programme’s engagement in the Philippines is constantly evolving. Initially commencing operations in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, to provide life-saving food assistance in emergencies and to develop programmes to improve nutrition and the overall quality of life of people vulnerable to food insecurity. Since 1 March 2024, WFP has been implementing the 2024-2028 Country Strategic Plan (CSP) to support the Government of the Philippines in i) addressing food insecurity, ii) reducing malnutrition and iii) strengthening the resilience of vulnerable populations. In the CSP, WFP identified three outcomes and five main activities:

The Partnerships Officer will be reporting to the Head of CPR Unit.
1. Support projects and operational activities that maintain and develop government partnerships in order to maximise resources raised for the programme.
2. Contribute to the management of a portfolio of partnerships, providing coordination, data and analysis to support effective solicitation of contributions, donor stewardship and assessment of results.
3. Provide support to technical units, RBs and/or COs in order, to assist them, as required, to effectively mobilise donor resources.
4. Highlight fundraising opportunities and resourcing issues to stakeholders through briefs and/or participation in the Strategic Programme Review Process (s-PRP) and the Electronic Programme Review Process (e-PRP), in order to ensure that concerns are adequately considered.
5. Collate data and contribute to preparation of accurate and timely reporting on donors and programmes, to enable informed decision-making and action planning by senior stakeholders.
6. Provide regular information to educate new and potential donors on the strategy, design, relevance and impact of programmes, to advocate the work of WFP.
7. Track and collate data to support senior managers in developing new strategies to maintain and increase funding from new and traditional donors.
8. Represent WFP at international meetings at appropriate levels, sharing information that raises awareness of the government partnerships strategy and objectives, and builds support for WFP activities.
9. Work in collaboration with other government partnerships officers to ensure the flow of information and with other WFP units to align activities and ensure donor visibility and that donor conditions are met.
10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of a crisis.
