PROJECT DESCRIPTION:

The Meeting Targets and Maintaining Epidemic Control (EpiC) is an eight-year global project funded by the U.S. Agency for International Development (USAID). EpiC supports partner governments to prevent, prepare for, respond to and bolster health systems to address COVID-19. EpiC has supported COVID-19 response in 54 countries across Africa, Latin America, Asia and the Pacific, including the Philippines. EpiC offers technical assistance for emergency, mid-term and long-term responses.

In the Philippines, USAID’s EpiC works closely with the Department of Health, Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) – Ministry of Health (MOH), and other local partners to increase the capacities and resources of healthcare workers and health facilities in providing high-quality clinical management of COVID-19 cases; strengthening hospital oxygen ecosystems; improving laboratory and biomedical systems; procuring essential commodities, consumables, and supplies; and building mental health resilience among healthcare workers. EpiC has been working with partners in institutionalizing these technical assistance (TA) activities and support through sustained capacity-building and enhancing policies and processes.

JOB SUMMARY:

The Technical Officer will provide the required technical support and guidance to the project and help create scientific, technical, or programmatic materials in various areas of expertise. He or she will also help in writing policies, protocols, and procedures related to the project’s key programmatic areas as well as technical inputs to reports and other deliverables. He or she will lead the designing, implementing, evaluating, and documenting assessments, research, or related studies.

KEY RESPONSIBILITIES:

  • Writes and edits technical reports, assessments, concept notes, and similar documents.
  • Assists in providing technical support in the developing and disseminating tools, materials, reports, papers, plans, and interventions for the projects.
  • Conducts searches of published literature on evolving issues in assigned technical area, primarily in situational analyses and feasibility assessments.
  • Gathers information, data and statistics needed to provide evidence to reports, presentations, papers, and other documentation produced.
  • Provides quality control and quality assurance support.
  • Contribute to developing and sharing of lessons, knowledge, innovations, and best practices.
  • Works closely with assigned team to ensure activities are implemented according to standard operating procedures (SOPs).
  • Designs, monitors, and maintains protocols, instruments, data sets, manuals, training materials, SOPs, and reports.
  • Participate in onsite visits, validation and consultation workshops, and presentation of technical results and outputs.

MINIMUM REQUIREMENTS:

  • Demonstrates experience in conducting research and feasibility studies.
  • Performs data analysis and presentation.
  • Effective writing, editorial, and communication skills; excellent command of English grammar and usage.
  • Demonstrates good judgment in selecting methods and techniques for obtaining solutions.
  • Ability to work in teams and build consensus with individuals at all levels.

WORKING CONDITIONS AND TRAVEL REQUIREMENTS:

  • Remote working conditions.
  • Ability to travel domestically at least 25%.
  • This position has limited Level of Effort (LOE) days under EpiC and will have shared LOE with other tasks and projects.

EDUCATION/EXPERIENCE:

  • A bachelor’s degree (or higher) in public health, statistics, epidemiology, engineering, social sciences, international development, or related field.
  • Experience in writing technical papers, study result analysis, and dissemination.
  • Requires at least 5 years of relevant experience managing research, data collection, and technical assistance experience.
  • Prior work in a nongovernmental organization (NGO) is preferred.
  • Experience working with USAID regulations and in Asia, particularly the Philippines, is an advantage.
