JOB DESCRIPTION

Org. Setting and Reporting
In Mozambique, the UN-Habitat Country Programme has expanded rapidly since 2020, in particular as a result of the development of a large portfolio responding to the cyclones Idai and Kenneth which hit Mozambique in 2019. The scale of the destruction from the two tropical cyclones Idai, in the centre, and Kenneth in northern Mozambique, was unprecedented. The death toll was dramatic, and the estimated loss and damages amounted to 3.2 billion USD including, with between 250,000 to 300,000 houses either destroyed or damaged. Cyclone Idai hit violently the City of Beira, the second largest city of Mozambique, in central Mozambique, and provoked large floods downstream the Pungué and Buzi Rivers impacting on urban, peri-urban/semi-rural and rural areas. The situation in Central Mozambique has become even more dire as, since 2019, the region has been hit by two other intense tropical storms – Chalane and Elisa. To respond to the crisis provoked by Cyclone Idai and subsequent cyclones, UN-Habitat has opened a sub-office in Beira in 2020 and has developed the Umbrella Programme “Post-Cyclone Building Back Better and Resilience Building”. This Programme contains a series of funded projects to respond to the crisis caused by Idai but also to support the Mozambican Government to increase climate resilience, adaptation and preparedness. UN-Habitat has also developed a new Habitat Country Programme Document (HCPD) for the 2022-2026 period, building on the UN Sustainable Development Cooperation Framework (UNSDCF) established in 2022. The Beira Sub-Office manages directly most of the Umbrella Programme’s funded projects and other projects in the central region stemming from the HCPD. The number of staff has grown and is now around 28. To coherently implement the Building Back Better Umbrella Programme and the Mozambique HCPD, UN-Habitat, through its National Mozambique Office, within the Regional Office for Africa, needs to open a FTA as National Programme Manager (NOC) position who will act effectively as the Beira Sub-Office Programme Manager. He/she The candidate will effectively coordinate UN-Habitat activities within the Mozambique central region, reporting to the National Head of Office, in collaboration with a team of national/international staff/consultants to ensure a robust delivery of the umbrella programme and HCPD and guarantee a stronger programme development in coherence with the UNSDCF priorities, the New Urban Agenda (NUA) and the Sustainable Development Goals (SDGs), especially SDG 11. Under the direct supervision of Senior Programme Management Officer, the incumbent will perform the following duties and responsibilities:
Responsibilities
Programme development, management and resource mobilization: a) Provide leadership and support in the implementation of the Mozambique HCPD and support its implementation and monitoring in particular in the central region of Mozambique. b) Support the smooth implementation of on-going projects and activities in the central region of Mozambique and, when necessary, at country level, including reporting and the application of proper administrative processes. c) Provide high-level technical oversight for on-going projects in the fields of infrastructure resilience, housing development and sustainable urbanization as well as associated fields. d) Identify programme and project opportunities and actively support resource mobilization efforts, advocacy and building partnerships. Coordination with national and local authorities: a) In coordination with the Head of Office, acts as Liaison Officer for the Mozambique Government and coordinates with Government officials on UN-Habitat on-going and planned activities in Mozambique by promoting, advocating and raising awareness on the New Urban Agenda, the Sustainable Development Goal n. 11, the Mozambique Habitat Country Programme Document and UN-Habitat Strategic Plan 2020-2025. b) Support national and local authorities and other national/local stakeholders in participating and/or holding national and international events taking place in the Mozambique central region related to UN-Habitat’s mandate and work, e.g. Urban Forums, Urban October (including the World Habitat Day and the World Cities Day), the World urban Forum, Africities, the Habitat Assembly, among others. c) Ensure capacity-building opportunities in fields related to urban development and policies, infrastructure resilience, and housing development for government officials and other relevant stakeholders are pursued within and beyond the scope of ongoing projects. Team management, communication and reporting: a) Supervise, manage and monitor UN-Habitat team members working in Mozambique central region in coordination with the Head of Office for UN-Habitat Mozambique in Mozambique. b) Support recruitment and procurement processes to ensure the programme within the central region holds the necessary resources for the implementation of its projects. c) Share information on available UN-Habitat reports and tools with national and local government partners. d) Promote knowledge management through good practices and supports reporting to donors, UN System and Government. Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. Ensures that requirements, background information used for data analysis are documented.

Education
Advanced university degree (Master’s degree or equivalent) urban planning, architecture, disaster risk management, urban sociology or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree is required. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience
A minimum of five (5) years of progressively responsible experience on human settlements and climate resilience issues is required. Experience in climate resilient infrastructure with recent direct experience in the formulation and implementation of relevant programmes and projects is required. Experience in managing projects and teams in international humanitarian response to natural disasters and/or complex emergencies is required. Experience in fund-raising and resources mobilization, especially in a UN environment is required. Experience in building partnerships and alliances for the implementation of joint strategies and programmes is desirable. Working experience for an international organization in Africa and/or Mozambique is desirable. A minimum of two (2) years or more of experience in data analytics or related area is desirable
Languages
English and French are the working languages of the UN Secretariat. For the position advertised, fluency in both Portuguese and English is required. Knowledge of another UN official language is desirable. NOTE: “Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “Knowledge of” equals a rating of “confident” in two of the four areas.
