Organizational Setting and Reporting Relationship

The position of Associate Investment Officer is assigned to the Portfolio Management Division (PSPM) within the Private Sector Operations Department (PSOD). You will be based at our Headquarters in Manila, Philippines.

You will report to the Director, PSPM and designated International Staff and senior National Staff on administrative as well as operational matters.

Your Role

As an Associate Investment Officer, you will be responsible for the credit administration process and for client services in terms of onboarding, disbursements, covenant monitoring and billing. The role involves working with borrowers, multiple PSOD staff and a wide range of internal and external stakeholders. The role requires strong decision-making skills, the ability to operate with limited supervision, and mentoring of junior staff / new joiners.

You will:

Onboarding and Closing

  • Ensure accurate system entries to reflect transaction approvals, signings, terminations and cancellations.
  • Coordinate with other ADB units on the timely recording of the transactions; and
  • Supervise the process / act as an approver in the absence of Team Leader.

Project Monitoring

  • Ensure adherence by clients to their obligations for timely and accurate submission to ADB of periodic reports and follows up as needed.
  • Coordinate with Deal Teams in case of covenant breaches or unexpected developments in a transaction.
  • Coordinate with other ADB units on further review and action on relevant reports received; and
  • Ensure the periodic portfolio reporting is done in a timely manner.

Disbursements

  • Ensure processing of disbursement requests, review of withdrawal applications, verification of compliance with disbursement conditions and/or loan covenants, follow up on submission of required documents and review of their completeness and/or validity; and
  • Supervise the disbursements processed by other team members in the absence of the Team Leader.

Database Maintenance

  • Ensure completeness of database of legal documentation, financing and security documents, and project contracts for new project approvals, as well as completeness of documents created in PSPM post-origination.
  • Support the creation and maintenance of project-related databases, tracking portfolio size, composition, and other characteristics, for management information; and
  • Ensure the periodic portfolio / Key Risk Indicators reporting is done in a timely manner.

Administrative and Planning Support

  • Participate in the planning of various initiatives designed to facilitate PSPM’s interaction with other ADB units and in the development of systems and procedures to facilitate the credit administration process.
  • Coordinate the preparation of inputs for the annual work program and/or budget and assists in finalizing PSPM’s submissions related to ADB’s annual planning and budget exercises and mid-year reviews of annual budgets.
  • Support a wide variety of initiatives at HQ, including participation in cross-functional meetings, knowledge sharing, and strategy related; and
  • Ensure the Middle Office function is being represented well through active participation in the relevant initiatives.

Qualifications

You will need:

  • Bachelor’s degree in finance or business (or related fields), preferably with advanced experience in credit administration.
  • At least 6 years of work experience preferably in the field of lending in corporate finance, project finance, infrastructure finance, or financial institutions preferably with a leading international financial institution, investment bank, infrastructure fund or consultancy firm.
  • Excellent understanding of finance & business principles, and strong skills in client management.
  • Strong negotiation and decision-making skills.
  • Ability to conduct discussions with internal and external clients with limited supervision.
  • Strong analytical thinking skills, with the ability to comprehend causal links, make pros-and-cons analysis, and analyze factors to reach a decision.
  • Ability to independently identify tasks and priorities within the area of responsibility; formulate and then execute plans for the completion of such tasks.
  • Ability to work in a multicultural setting, be a strong team player and guide junior staff to facilitate work planning and quality delivery.
  • Excellent written (including effective report writing) and verbal communication skills in English is required
