At present, the Government used guiding document from WHO, called WHO Technical Report Series, No. 961, 2011, Annex 9, ‘Model guidance for the storage and transport of time- and temperature- sensitive pharmaceutical products’, which is less referred for the nutraceutical commodities considering the nutrition related commodities close to the food commodities. Thus, less attention is paid to check the label information while storing, handling and distribution of these items considering the WHO guideline is only available in English script and no such guideline is available in Nepali Script.
To address the above issue, UNICEF supported to organise capacity building training on nutrition related commodity management using existing warehouses management guideline in Ministry of Health and Population on 16- 18 October 2023 at Pokhara. The participants of the training were the nutrition focal person of 24 districts and warehouse managers of Provincial Medical Stores of Bagmati, Gandaki and Sudurpaschim provinces. All together 54 participants received nutrition commodity management training at warehouse. The plan is to monitor the changes after this training in nutrition commodity management inside warehouse in year 2024 and beyond.
In addition, UNICEF in collaboration with the FHI 360 also supported a Quantification Analytics Tool (QAT) training related to nutrition commodity supply planning module from 31 July 2023 to 04 August 2023 at Dhulikhel, Kavrepalanchowk Districts with the technical support from UNICEF Supply Division and Chemonics International as a part of Quantification Analytics Tool (QAT) piloting in Nepal. A total of 19 participants from the MoHP (4 participants from Management Division, 2 participants from Family Welfare Division and 13 participants from Provincial Health Logistic Management Centres (PHLMC)) of Koshi province, Madhesh Province, Bagmati Province, Gandaki Province, Lumbini Province, Karnali Province and Sudurpaschim Province) received QAT training. Upon completion of QAT, supply planning module training, Nepal began to pilot the QAT from August 2023 for a one-year period till July 2024. To oversight the progress in QAT piloting, Management Division (MD) of Department of Health Services also formed a technical working group (TWG) on 5th October 203 under the leadership of Director, Management Division with the combination of members
While dedicated resource at DoHS have been selected, however due to various of conflicting events, the data entry in the QAT supply planning production mode could not be completed, hence there is a need to have dedicated human resource to support the Management Division of DoHS and the Family Welfare Division of Department of Health Services (DoHS).
To overcome the above challenges, there is need for external consultant support to develop national guideline to store, handle, and distribution of temperature and relative humidity sensitive nutraceutical products for Nepal and to operationalise the QAT piloting working closely with the Management Division of Ministry of Health and Population (MoHP) Nepal, UNICEF Nepal and FHI 360.

How can you make a difference?

The purpose of the consultancy is to provide technical assistance to develop national guideline to store, handle, and distribution of temperature and relative humidity sensitive nutraceutical products like Multiple Micronutrient Powder, Multiple Micronutrient Supplement (MMS), Vitamin ‘A’ capsule, Ready to Use Therapeutic Foods (RUTF), Resomal, F-75, and F-100.
The consultant will provide technical support to the Nutrition Division of the Department of Health Services and focal person in Logistics Management Section (LMS) in all aspects of nutrition supply chain management under the guidance of UNICEF Nepal and relevant government representative of the DoHS to drive the initiative.
The consultancy aims to strengthen nutrition supply chain for improved nutrition service delivery, building the capacity of relevant Logistics Management Section (LMS) staff in all aspects of supply chain management including Quantification Analytics Tool (QAT) piloting, keeping the safety of the nutraceutical products in priority through improved commodity management inside the warehouses of Government of Nepal, Ministry of Health and Population.
Scope of Work:
Under this consultancy, key assignment proposed are as follows:
1. Desk review of WHO / UNICEF global guidelines, existing work process in Management Division, and other available documents (DHIS/IHMIS) on storage, handling, and distribution of pharmaceutical/ nutraceutical products as reference in developing a national guideline for time, temperature, relative humidity sensitive nutraceutical product’s receiving, storage, handling, and distribution.
2. Analyses potential safety risk of nutraceutical products that associated with the loss of the products in the medical stores at federal and provincial level to develop safety checklist for nutrition commodities for the purpose of correction of safety hazards and future working guidelines.
3. Organizes field study, stakeholder’s consultation, information analysis using the above safety checklist to provide information to the stakeholders at local, provincial, and federal levels.
4. Conducts in-depth analysis of IHMIS and e-LMIS reports to improve data quality that could cover entire supply chain information (stocks management, residual shelf life, required storage temperature & humidity of products, and distribution trends)
5. Drafts national storage, handling, and distribution guidelines for nutrition commodities. And coordinates to organise meetings with key stakeholders to finalize the national storage guideline and follow ups to get endorsement of the national guideline from Ministry of Health and Population (MoHP) Nepal.
6. Facilitates and follow up to organise Quantification Analytics Tool (QAT), Technical Working Group (TWG) meeting under the chair of Director, Management Division, DoHS at least on bi-monthly basis or as per requirement.
7. Provides support to enter the data in QAT platform working closely with the responsible focal person for the data entry in the Management Division and Family Welfare Division of Department of Health Services (DoHS), Teku, Kathmandu.
8. Facilitates preparation of forecast, supply planning using the QAT tools on nutrition commodities. Analyse the QAT reports and share the reports to the relevant stakeholders by highlighting products that will be expired within 12 months.
9. Transfer the knowledge on forecasting and supply planning, store, handle, and distribution of nutrition commodity through couching, mentoring and onsite training of the appointed staff members in Management Division.

Submission of Final national guideline to store, handle and distribution of temperature and relative humidity sensitive nutraceutical products will be available together with follow up reports to endorse the guideline from Ministry of Health and Population (MoHP) Nepal. 01 September – 31 October 2024
To facilitates and follow up to organise Quantification Analytics Tool (QAT) Technical Working Group (TWG) meetings, provides support to enter the data in QAT platform facilitate and facilitates in preparation of forecast, supply planning using the QAT tools on nutrition commodities. Analyse the QAT reports and share the reports to the relevant stakeholders by highlighting products that will be expired within next 6 months. Submission of QAT final supply plan reports for every 3 months starting from May 2024 to April 2025. 01 May 2024 – 30 April 2025

Academic Qualification:

  • Master’s in Global Health Procurement and Supply Chain Management or relevant degree in business / foods technology, master’s in pharmacy, master’s in public health.

Work Experience: 

  • At least 5 years work experience in medical warehouse, pharmacological company with handling of pharmacological/ nutraceutical products under controlled atmospheric condition experience with UN will be advantage.
Knowledge:
a. Technology of production of pharmaceutical / nutraceutical products
b. Supply Chain system during production, storage, handling, and distribution of pharmaceutical/nutraceutical products.
c. Safety risk assessment and management of pharmaceutical/ nutraceutical products.
d. WHO technical papers around storage, handling, distribution of time, temperature, relative humidity sensitive nutraceutical products/ pharmaceutical products.
e. Standards and guidelines related to nutraceutical/ pharmaceutical products (e.g., British Pharmacopeia, American Pharmacopeia, Indian Pharmacopeia, UN Supply Catalogue)
Special skills:
a. Statistical analysis of IHMIS and e-LMIS or similar dashboard
b. Quantification and Forecasting skills will be added advantage.
c. Forecasting, supply planning and logistic related monitoring skills.
d. Development of logistic related Dashboard
e. Professional level skill on reading, writing, and speaking in English and Nepali language.
