JOB DESCRIPTION

The Project Officer will support the day-to-day implementation of livelihoods activities for Syrian refugees in Azraq camp under supervision of the Livelihoods Project Manager. The Project Officer will support the day-to-day implementation of activities according to work plans and support project incentive-based volunteers (IBVs) in line with programme objectives.

Generic responsibilities

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

  • Ensure adherence with NRC policies, tools, handbooks, and guidelines.
  • Implement delegated CC project portfolio according to plan of action.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents.
  • Promote and share ideas for technical improvement.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
  • Ensure that projects target beneficiaries most in need and explore and asses new and better ways to assist.

Specific responsibilities

  • Planning, coordination, and implementation of program activities including community outreach activities and livelihoods assessments according to work-plans and strategy.
  • Provide regular report and immediately report any challenges or implementation delays to the Livelihoods Manager.
  • Monitor, supervise, and provide directions to incentive-based teachers and volunteers in line with project work-plans and objectives including weekly task/plans.
  • Prepare training materials and coordinate with stakeholders through outreach activities on income generating activities in coordination with Livelihoods PM and Livelihoods Specialist.
  • Ensure direct communication and feedback with beneficiaries and relevant host communities including internal and external referrals, dissemination of NRC CFM as well as report beneficiaries’ feedback.
  • Maintain clear and up to date records of beneficiaries and activities (beneficiary numbers, locations, contact details, activity progress)

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Relevant core competency implementation staff.
  • Livelihoods Specialist.
  • Support teams, Finance, HR, Admin and Logistic.

Scale and scope of position

Staff: Incentive based Volunteers (IBVs)
Stakeholders: INGOs as delegated by Project Manager, community members.
Budgets: Responsible for tracking procurements against given budget.
Information: Responsible for weekly and monthly reports and indicator tracking; inputs to donor reports, annual reports and log frame updates required. Participants database
Legal or compliance: Responsible for reporting any Code of Conduct violation or Child Protection concerns to PM immediately

Competencies

Generic professional competencies: 

  • Experience from working as a Project Officer in a humanitarian/recovery context.
  • Previous experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge of English Language.

Context/ Specific skills, knowledge and experience: 

  • Minimum 2 years of experience working in income generation or livelihoods programming.
  • Understanding camps context in Jordan; understanding of the circumstances, needs and challenges of refugees.
  • Previous experience in conducting outreach activities and working with incentive-based volunteers.
  • Strong organizational skills and communication skills, good computer skills in Microsoft office (MS Excel, Word, and outlook).
  • Candidates with a university bachelor’s degree.
