OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Director of the UNESCO Regional Office in Jakarta and the direct supervision of the Chief, Education Unit, UNESCO Jakarta, the incumbent will be responsible for the effective planning, implementation, and monitoring of UNESCO’s implementation of the Global Partnership for Education Knowledge Innovation Exchange (GPE KIX) grant Bridging Accountability for Gender Equality in Education in Indonesia. This project will build technical capacity and trial tools to review and generate contextually-relevant data on gender equality in and through education considering: the availability and distribution of resources, how gender norms, values, relationships and attitudes shape education; the form that education opportunities take and the forces that constrain these; teaching and learning practices and participation; the knowledge understanding and skills, that are gained through education; and outcomes from education. The incumbent will work closely in collaboration with colleagues at UNESCO Regional Office in Jakarta, UNESCO headquarters ED team to ensure effective service delivery. Within the delegated authority, the incumbent will carry out the following duties and responsibilities:

❑ Technical support and research

  • Plan, conduct and lead research in Indonesia, including, local data collection and analysis on gender inequalities in and through education in four research sites (locations to be confirmed at inception phase). Research shall be done in close coordination with the University College of London (including, the Accountability for Gender Equality in Education (AGEE) project team), Ministry of Education/GOI, relevant national and local partners in Indonesia,
  • Contribute to the drafting of reports and policy papers based on local and national findings on gender inequalities in and through education.
  • Provide technical inputs on gender equality in and through education as necessary.
  • Share research outcomes and knowledge generated with national partners and consortium partners as appropriate.

❑Coordination, organization, and representation

  • Coordinate and plan work activities in assigned area of focus. Set up and convene a project steering committee in consultation with the AGEE project team. o Organize local missions for data collection ensuring quality control in collection, validation, compilation, analysis and dissemination of statistics.
  • Organize national research workshops and meetings, and report on their outcomes.
  • Provide substantive, logistical and administrative support to consultations, meetings, events and missions. Represent UNESCO in different meetings and fora as necessary.
  • Liaise with officials in Ministry of Education, National Statistics Office, line-ministries, national and local partners on on selected issues related to the implementation of the research as well as coordinate with UNESCO headquarters and consortium partners.
  • Oversee the appropriate storage and anonymization of data. Upload to automated systems (Share point) and other platforms for preservation of institutional memory.

❑Planning, budgeting, M&E and reporting

  • Ensure timely implementation, monitoring and reporting of the Bridging Accountability for Gender Equality in Education workplan in Indonesia.
  • Ensure timely narrative and financial reporting both within UNESCO, to the AGEE project team and to external donors as appropriate.
  • Complete any other tasks necessary for the successful implementation of the Bridging Accountability for Gender Equality in Education project in Indonesia.

REQUIRED QUALIFICATIONS

Education:
• An advanced university degree (Masters) in Education, Gender, social sciences or related field.

Work Experience:
• At least 2 (two) years of relevant work experience in areas related to research on education and/or gender
equality analysis at national or international level.
• Professional experience in defining research concepts, methodologies, survey/data collection instruments
and research operational processes for fieldworks.
• Experience in data collecting & analysis.
• Experience in drafting analytical reports, project monitoring and reporting.

Skills and competencies:
• Good knowledge of qualitative and quantitative research methods.
• Good knowledge of data collection tools and analysis
• Good understanding of Indonesia’s education sector
• Extensive knowledge on and demonstrated commitment to education and gender equality
• Good communication skills, presentation skills at International level, drafting and report writing skills in
English. Great interpersonal skills, tact and diplomacy
• Ability to multitask, prioritize and deliver to deadline, as well as work under pressure
• Good networking, high level representational, and partnership building skills, involving a wide range of
partners (including relevant Ministries, national and local partners)
• Good strategic and analytical skills
• Good experience in the usage of computers and office software packages.

Languages:
• Fluency in English (oral and written proficiency).

DESIRABLE QUALIFICATIONS

Work Experience:
• 4 (four) years of relevant work experience in areas related to research on education and/or gender
equality analysis at national or international level.
• Working experience in an international, multicultural environment is desirable.
• Knowledge of results-based management and gender mainstreaming is an added advantage.

Languages:
• Knowledge of Bahasa is an added advantage.
