Organizational Setting and Reporting Relationship

The position of Investment Officer is assigned to the Financial Institutions Division (PSFI) within the Private Sector Operations Department (PSOD). You will be based at our Headquarters in Manila, Philippines.

You will report to the Director, PSFI and/or designated International Staff and will oversee administrative staff.

Your Role

As a Senior Investment Officer, you will support the PSFI, specifically work relating to on-boarding and structuring of new loans and investments to financial institutions (FI) entities in Southeast Asia. The Senior Investment Officer will handle independent responsibilities and work closely with ADB’s clients, internal and external stakeholders and the PSFI team. The responsibilities are across analytical, business development and other support activities, related to the FI operations that are core to PSFI operations. The position is core to the goals of ADB’s New Operating Model, with a stated goal to locate staff closer to clients in the region, making it easier for clients to work with ADB, create new business opportunities, improve ADB’s understanding of local contexts, and create more opportunities for impactful solutions.

You will:

Business Development

  • Participate in discussions with existing and potential FI clients (banks and non-banks) and partners to support the growth of PSFI Portfolio in Southeast Asia;
  • Screen credit risk, business, and reputational profiles of FI candidates for potential engagement and investment or lending by ADB; and
  • Explore other partnership opportunities for FI clients and ADB, including for blended finance transactions.

Project Processing

  • Manage the workflow and client-engagement process for financial and operational analysis and full-scale financial and operational due diligence of FIs to process ADB loan and equity operations.
  • Engage with clients as well as the main target beneficiaries of ADB’s FI operations, through remote and on-site visits and closer interaction with clients.
  • Prepare financial analysis and project documents write-up as part of ADB approval process for loan, equity, and blended finance operations committees.
  • Contribute to periodic portfolio review of FI operations in Southeast Asia, for internal assessment and reporting to Office or Risk Management (ORM) as well as to other ADB stakeholders.
  • Provide analytical inputs for internal reporting and monitoring of PSFI operations.
  • Coordinates the overall PSFI workflow and support allocation of resources and scheduling of activities to ensure time processing of proposals; and
  • Work extensively with key stakeholders like the ORM, for preparing and sharing credit related updates and financial analysis on prospective FI clients for the PSFI portfolio.

Others

  • Analyze developments in the financial sector in ADB developing member countries (DMCs) and specifically in the key markets in Southeast Asia.
  • Develop technical assistance proposals as needed to support the enhancement of high impact operations for PSFI in the digitization, social/sustainable finance, gender lens and/or climate finance themes;
  • Support PSFI’s knowledge building and knowledge-sharing activities by contributing to Program events, seminars discussions, blogs and conferences.

Qualifications

You will need:

  • Bachelor’s degree in management or finance, preferably with Master’s degree or equivalent.
  • At least 8 years of relevant experience in the financial sector; and at least 4 years of supervisory experience
  • Experience in origination, client on-boarding and sustaining client engagement.
  • Proven ability to undertake financial and operational due diligence and analysis on financial institutions, collect and organize required data and information, apply appropriate computer skills in organizing and analyzing the data; and prepare notes, papers and sections of reports;
  • Good analytical thinking with ability to comprehend causal links, make pros and cons analysis, and analyze factors to reach and arrive at clear decisions.
  • Ability to work collaboratively with teams as a constructive team member.
  • Ability to guide administrative staff to facilitate work planning, delivery and quality review
  • Written and verbal proficiency in English.
