This request for expression of interest (REOI) follows the General Procurement Notice for this Project that appeared on the African Development Bank Group’s Internet Website (www.afdb.org) 12th August 2022.

The International Institute for Tropical Agriculture (IITA) has received financing from the African Development Bank toward the cost of Technologies for African Agricultural Transformation (TAAT) Phase II and intends to apply part of the agreed amount of this grant to payments under the contract for TAAT Gender Strategy Consultant who will be based in Nairobi, Kenya.

The services included under this assignment are to provide effective solutions to reduce the gender gap and improve gender inclusion in agricultural transformation systems. The gender integration requires interactions with both men, women and youth to ensure that knowledge is collectively appreciated at the household and policy levels.

The selected consultant will effectively devise strategies and mechanisms for closing gender gaps through setting up impact pathways or trajectory for gender transformative changes by: (i) Supporting operational, programmatic and strategic processes to overcome gender challenges across the program, and (ii) Engaging in knowledge generation and capturing gender related data in partnership with TAAT M&E Expert and Program Management teams.

Specifically, the selected consultant will work closely with the TAAT Program management Unit and the TAAT Compacts in supporting gender engagement in all TAAT interventions across RMCs by: Conducting a gender analysis to develop a plan of action that identifies gaps, opportunities and entry points for mainstreaming gender across TAAT; Developing a Gender Strategy with recommendations that can be applied in Compact activities; Designing a gender-sensitive monitoring plan in partnership with the TAAT M&E Expert for identification and inclusion of women-specific targets and sex-disaggregated key performance indicators to track progress, assess performance and measure impact of the gender results; Supporting the preparation of quarterly reports providing progress on the level of implementation of gender mainstreaming activities within the program; Regularly collecting data that could be used to monitor potential gender progress and inform prospects impacts; Maintaining contacts with appropriate counterparts within and outside the institution and support the Bank’s gender engagement with other external stakeholders, such as private sector, civil society organizations, and nongovernmental organizations; and, Working closely with various TAAT Compacts to identify and address key shortcomings in gender inclusion in an effort to strengthen the seed systems that limit smallholder farmers and especially women to access and use locally adapted and affordable high quality certified seeds of improved varieties within RMCs.

The selected Consultant will work closely with the TAAT Program Management Unit (PMU) based in Nairobi, Kenya and the assignment shall be for one (1) year duration on 50% part-time basis. The assignment will commence in June 2024.

The selected consultant should possess: an advanced degree in Gender Development, International Relations, Social Sciences and/or any other related areas; a minimum of five years of relevant experience, preferably with international organizations or in international development settings, including in donor coordination and external partnerships; familiarity working Multilateral Development Banks, United Nations and/or other bilateral donor organizations with specific work on Gender strategies and Gender programs; experience working with government institutions and International or non-governmental organizations supporting gender and development work; excellent command of the English language; and good working knowledge of French; Ability to write effectively and generate knowledge products for various audiences; Familiarity with gender analysis tools and methodologies; capacity to work under pressure, with tight deadlines in a rapidly changing organizational environment with attention to details; strong project management and organizational skills; excellent analytical skills of emerging gender issues with the ability to provide well-grounded, quality recommendations and plans for project execution; and ability to collaborate effectively across multicultural teams and contribute timely to delivery of outputs with demonstrated leadership in gender issues.
