With more than 20 years of experience in the country, UNOPS Afghanistan focuses on providing maximum support to the people of Afghanistan through the delivery of projects and services that improve the lives of people in need. The UNOPS Afghanistan Country Office (AFCO) serves as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the implementation agency. At present, UNOPS AFCO activities cover a range of sectors including humanitarian, basic human needs, cash for work, infrastructure, development, procurement and HR services.

The functional objective of UNOPS AFCO is to contribute to improving the lives of girls, boys, men and women living in Afghanistan. The aim of UNOPS AFCO is to provide efficient and cost-effective implementation services on behalf of all our partners to support the humanitarian response and development of the country. UNOPS AFCO’s mission is to exceed the expectations of all stakeholders in the delivery of AFCO services, at all times, in all places, in all circumstances, in order to improve the lives of Afghans in need.

 

 

Project Information

In November 2023, ADB approved the Verification of Claims and Expenditures Project (VCEP) to conduct a verification of outstanding claims from contractors, consultants, suppliers and project management offices for the works and services completed in Afghanistan under ADB-financed and administered projects prior to 15 August 2021. UNOPS is the executing agency for VCEP.

The main objective of VCEP is to verify claims from contractors, consultants and suppliers for works and services completed prior to 15 August 2021 under different types of contracts including civil works, supply of goods and consulting services in Afghanistan. VCEP also includes a verification of advances provided to contractors, consultants and suppliers and eligible expenditures incurred by the project management offices prior to 15 August 2021 under ADB-financed and administered projects.

Job-Specific Information

Under the supervision of the Data Management Specialist and the overall guidance from the Project Manager, the Data Management Officer will be responsible for the following:

Reporting:

– Assist in consolidating operational information from diverse data sources on a regular basis to generate reports for the project team.

– Contribute to knowledge management initiatives to ensure project experience and learning are documented and accessible to all UNOPS projects and programs.

– Assist in compiling technical data inputs and evidence to address the project’s inquiries and needs.

– Produce data visualization, infographics, and maps from relevant data sources for analysis, communication, and accountability.

– Support the analysis of data entered into the VCEP custom software and assist in creating consolidated reports and presentations for internal and external stakeholders.

Data Development and Management

– Assist the Data Management Specialist in liaison between the project management and software development teams to convey software requirements, objectives and general project progress.

– Assist the Data Management specialist in identifying the primary data and information elements required, both internally and externally, to support the claims verification process.

– Assist in compiling technical data inputs and evidence to address the project’s inquiries and needs.

Monitoring and Maintenance

– Contribute and follow the supervisor’s instruction to recommend and implement processes and tools to maintain data quality and integrity.

· Assist in testing and analyzing the custom software developed for the project, consolidating feedback and recommendations for improvements.

· Collaborate with Data Management Specialists to analyze and classify data based on sensitivity, ensuring appropriate information security measures are implemented.

Knowledge Management

· Support local personnel in operating tasks related to software and data.

· Contribute to knowledge management initiatives to ensure project experience and learning are documented and accessible to all UNOPS projects and programs.

· Support training colleagues on data collection and input processes, information systems, and standards, which may include field office visits and online training sessions.

a. Education

  • A master’s degree, preferably in the field of Information technology and Management Information Systems, Software or related area with two years of relevant experience is required, OR
  • A bachelor’s degree, in the above-mentioned areas or a related subject, and four years of relevant experience will be accepted in lieu of a master’s degree.

b. Work Experience

  • A minimum of 2 years of experience (or more depending on academic credentials) in software and/or database development, information management, information systems, data management, data visualization, or other related areas is required.
  • Hands-on experience in software development is an asset.
  • Experience in remote data collection and/or GIS systems is an asset.
  • Experience with advanced Google Sheets, BigQuery and/or Looker is an asset.

c. Languages

  • Fluent English (reading, writing, speaking) is required
  • Dari, and Pashto (reading, writing, speaking) is an asset.
