The Operations Department is seeking an experienced Information Analyst to provide records and information management services, oversee filing of all Guarantee related and administrative information records and implement Information technology (IT) workstream tasks. The Information Analyst will be based in Washington DC and report to the Program Manager in MIGOP and Senior Information Technology Officer in MIGFR.
 
Duties and Accountabilities
  • Records and Information Management
    • Conduct regular checks and audits to ensure that MIGA’s Records Management system and procedures follow The World Bank Group’s records management policies, directives, guidance and procedures
    • Provide support and direction on the management of records to units, including, but not limited to good records management practices; use of SharePoint Online capabilities; administration of folder structures in SharePoint and other M365 applications
    • Design, develop materials and deliver training on records management and records management systems; engage with and support Country Offices to comply with their records management responsibilities
    • Update SharePoint Records to make filing easier and more efficient for staff. Provide daily support to users with functional issues or questions. Carry out periodical checks, extract and provide monitoring reports on Records management compliance
    • Create and manage project and administrative folders where needed
    • Conduct appraisal of records, prepare, and facilitate transfer of records to Archives and remote repositories based on MIGA’s Records Retention and Disposition Schedule (RRDS)
    • Conduct various audits to verify that filing is completed in a timely fashion and works with staff to meet compliance guidelines. Review metadata for MIGA records in SharePoint to ensure accuracy and comprehensiveness. Ensure that files can be easily searched. Ensure that project files uploaded to SharePoint Records by underwriters or analysts within 30 days of contract signing a contract
    • Collaborate with the Senior IT Officer, to analyze Records Management systems and procedures and make recommendations for improvement, and ensure records repository meets MIGA’s business needs and policies
    • Train and guide staff on MIGA records management practices including scanning and uploading, naming, correcting metadata records to SharePoint records systems
    • Establish and run a records management training program to the Records Information Management Coordinators (RIMCs) in each unit and guide their compliance with Records Management policies and procedures
    • As one of MIGA’s Information Management Focal Points (IMFP), attend regular meetings overseen by IMFP Secretariat
    • Be an active participant in ITSAR’s day to day projects and responsibilities, and liaise with them for guidance, when necessary 
    • Serve as point of contact between MIGA and IEG for searching and providing the requested documents for evaluation purposes
    • Evaluate and test document management application enhancements and new solutions
    • Provide analytic, research and professional support regarding records and information management
  • Business Analysis functions
    • Perform data analysis, reporting, and decision support using statistical techniques and tools
    • Perform application analysis, testing, troubleshooting, and configuration for web and mobile applications
    • Manage internal client communication channels, assist clients with issues, track requests and tasks, coordinate with development and QA teams, and facilitate communications among IT teams

 

Selection Criteria

 

  • Master’s degree in Archives, Records Management, Information Science, or related field with at least 2 years relevant experience or equivalent combination of education and experience acquired in global institutions in either private or public sector
  • In-depth understanding and practical experience with standards and good practices for records management, records appraisal, and records disposition
  • Experience with the records management solution for the Microsoft 365 platform and/or with using other electronic records management systems
  • Ability to develop out-of-box solutions and customizations on Microsoft Office 365 platform and experience with Microsoft Power Automate would be an asset
  • Expert knowledge of practices for and experience with developing, organizing, and preserving records/library collections
  • Strong knowledge of MIGA’s or the World Bank’s information systems and databases, including SharePoint will be added advantage
  • Fully proficient knowledge of Records Management practices including retrieval, reference, research, and advisory services
  • Excellent oral and written communication skills in English; ability to write concise and accurate reports, and good public outreach skills
  • Excellent organizational, multi-tasking skills with strong sense of initiative and responsibility
  • Fully proficient in Word, Excel, Power Point, and other similar programs
  • The ability to manage large quantities of statistical data and format such data in a user-friendly manner is critical
  • Ability to work effectively in a team-oriented, multi-cultural environment 
  • Language requirements: English (required), French and Spanish (preferred)
