We are currently seeking qualified candidates for the position of Program Operations Manager for the upcoming FCDO UK Support for Girls’ Education and Improved Learning in Ethiopia.

This position will be based in Adis Ababa, Ethiopia and is contingent upon award.

Project Description:

FCDO UK Support for Girls’ Education and Improved Learning in Ethiopia (2024-2029) is a new bilateral education programme in Rwanda due to be tendered between April – July 2024. The programme will improve access for marginalized groups to education, improve retention and transition rates, improve learning outcomes, and improve school capacity and capability. The programme will operate across four pillars: 1) School leadership and support, 2) Equity support, 3) Teacher support, and 4) English language.

Position Description:

The Program Operations Manager will manage and guide the day-to-day activities of the project with emphasis on management of subcontracting, grants, procurement, and overall administrative programs operations. S/he will manage a team of operations staff and align their inputs to conform to donor and organizational policies and requirements. The Program Operations Manager will also play a key role in managing the project’s workplan and related budget to ensure timely and efficient achievement of project objectives.

Job Summary/Responsibilities:

  • Ensure all procurements, grants, human resources and overall administrative activities and expenditures are consistent with the project’s work plan and budget.
  • Serve as liaison between Contract Manager Services and project staff with regard to consultant agreements and work orders, sub agreements and necessary modifications.
  • Provide preliminary review of contractor vouchers for accuracy and compliance with client’s billing requirements.
  • Monitor and enforce compliance to organization and/or FCDO policies and regulations areas.
  • Ensure that all deliverables for all contractual arrangements are tracked, monitored, and delivered.
  • Supervise the procurement process and inventory of office and other supplies as well as other required activity-related procurement.
  • Ensure all activities related to procurement management are carried out in conformance with policies and procedures established by FHI 360 and FCDO requirements.
  • Interacts with internal and external customers to ensure purchasing activities within functional areas are met and comply with government regulations and FHI 360 procedures.
  • Manage and direct all office administrative staff to achieve organizational goals.
  • Oversee travel support and ensure that business travel for employees is consistent with organization policies and cost guidelines for both inbound and outbound employee travels.
  • Oversee the development of a grants performance tracking system and ensure that information flows regularly and smoothly to Team Lead and all appropriate project team members.
  • Conduct workshops, trainings, and/or provide hands-on technical assistance to grantees or potential grantees on relevant issues such as grants management, monitoring and evaluation, Grants Manual, etc.
  • Supervise operation team members.
  • Perform other duties as assigned.

Required Qualifications:

  • Bachelor’s Degree or its International Equivalent.
  • Typically requires a minimum of 10 + years’ experience with program management, cross-cultural communications, and FCDO rules and regulations.
  • Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
  • Project Management (PM) Certification preferred.
  • Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
  • Must be able to read, write, and speak fluent English; fluency in Amharic is also desired.
  • Prior operations and administrative leadership experience preferred.
