TERMS AND CONDITIONS

JOB TITLE: HR Officer

TYPE OF CONTRACT: International Consultancy Level 1 (CST I )

UNIT/DIVISION: Human Resources

DUTY STATION: Dushanbe, Tajikistan

DURATION: 11 months, extendable

JOB PURPOSE

To deliver professional, client-focused HR services through recruitment and capacity building, partnering with managers to contribute to the implementation of HR solutions in line with WFP corporate priorities.

KEY ACCOUNTABILITIES (not all-inclusive)

1) Administer recruitment processes in coordination with hiring managers, and when necessary, in consultation with Regional Bureau HR and other relevant units, to ensure that the processes are completed timely with quality.
2) Support and deliver onboarding activities to ensure new employees have a positive experience of WFP and are successfully integrated into their new role and the organization; ensure that relevant processes are followed and the conditions of terms of service are explained and understood.
3) Review and compile a variety of data, coordinate and prepare timely corporate statistics and conduct analysis, identifying trends and potential issues, and proposing solutions to stakeholders.
4) Facilitate CO career development through various mechanisms including provision of constructive feedback on the recruitment process in collaboration with Hiring Managers as well as consultation and advice on best HR practices.
5) Support staff capability building, working with managers to understand individual skills and business requirement, and organizing development solutions which equip workforce with the skills and knowledge required to meet current and future challenges and deliver business objectives.
6) Maintain and share knowledge of best practices and support the development and implementation of new/improved processes, tools and systems to ensure they are reflective of legislation, and support WFP effectively.
7) Train and coach Hiring Managers and equip them with the skills, tools and resources required to conduct HR related activities effectively and timely.
8) Support the HR team daily operations through the contribution to improved, streamlined and client focused services.
9) Partner and liaise with human resources counterparts in HQ/RB, other COs and sister agencies for knowledge, best practices and opportunities sharing and implementation.
10) Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

Experience: 3-5 years of postgraduate progressively responsible professional experience in

Human Resources with an interest in international humanitarian development.

Language: Fluency (level C) in English language. Proficiency in Russian is desirable.
