ORGANIZATIONAL CONTEXT

The hunger crisis in Afghanistan is unfolding at a rapid pace, with 15 million of population now facing acute food insecurity. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods. Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

This position will be with WFP Engineering in Kabul, Afghanistan and requires the engagement of a competent civil engineer, who will work with and report to the Head of Engineering. The position will be based in Kabul, Afghanistan, with travel to field locations (at least 30% of this contract is anticipated to be field based). The main tasks required of the position will include engineering construction procurement processes; contract management for construction activities, public Procurement Contracting in a UN Environment, and technical support to WFP’s programs.The Project Engineer shall be able to demonstrate a strong competence with progressively responsible roles in the following engineering technologies: building design, including competence in planning and programming engineering design and construction activities.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the supervision of the Head of Engineering, the Engineer will work on engineering activities, projects, and programs in support to WFP’s Country Operations (CO).

KEY ACCOUNTABILITIES II

  1. Complete designer risk assessments for all proposed designs and carry out designer constructability reviews and reports;
  2. Draft standard, specific and detailed Specifications as required;
  3. Develop project budgets or preliminary and detailed costs estimations to implement civil, structural, electrical, mechanical or special systems within the projects (including feasibilit studies, or project schedules, or bids). Work-time estimates could be also required;
  4. Assist in the preparation and of construction contract documentations;
  5. Review of as-built drawings of the existing WFP infrastructure and RFS projects, and provide comments and recommendations;
  6. Support the field engineers, including undertaking missions to the field in support of projects, including emergencies;
  7. Attend meetings and prepare and review reports, minutes and correspondence;
  8. Liaise with stakeholders, both internal and external to the organization as directed;
  9. Undertake administrative tasks as required, and provide project management services for the projects where and when requested;
  10. Undertake construction supervision and preparation of site reports for various security, country office and logistics projects; and,
  11. Operate computer-assisted engineering software and equipment to perform engineering tasks.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Postgraduate in Civil Engineering or Structural Engineering

Experience:

  • At leas one or more years of postgraduate professional experience in civil engineering.

Desirable Work Experience:

  • Previous experience with construction procurement.
  • Previous experience with construction contract managing.

Knowledge & Skills:

  • Advanced knowledge of FIDIC contract formats and construction management procedures.
  • Good communication and leadership skills.
  • Knowledge and/or experience in engineering design.
  • Advanced knowledge of public procurement procedures.
  • Experience of working within the Humanitarian Community and in field condition is required.

Languages:

  • Fluency (level C) in the English language, plus Pashto and/or Dari, preferably both.
