Organizational Setting and Reporting Relationship
The position of Project Analyst is assigned to the Office of the Director General within the East Asia Department (EARD/EAOD), which is responsible for relationships concerning ADB operations with Developing Member Countries in the East Asia subregion, with other multilateral and bilateral development agencies and other key stakeholders on matters relating to the subregion. EAOD provides overall coordinating assistance to the EARD Regional Management Team; in terms of development of country strategies and work programs, programming of loan, grant and technical assistance projects, portfolio monitoring, coordinating high level knowledge work, coordinating with other ADB departments including regional cooperation and integration and private sector development (PSD), and coordinating with external development partners, and overseeing operations of ADB’s resident missions in the People’s Republic of China and Mongolia. You will be based at our Headquarters in Manila, Philippines.

You will report to Advisor, EAOD and designated International Staff and senior National Staff.

Your Role:
As a Project Analyst, you will work in multiple teams in EARD/EAOD carrying out operational and administrative activities supporting EARD’s knowledge program, economic policy dialogues, private sector development, and communications. This will include operational and administrative support for organizing ADB’s knowledge events such as the annual East Asia Forum (EAF) and implementation of technical assistance (TA) projects.

You will:
● Assist in administration of TA projects in EAOD. Prepare and update TA performance reports outlining all the required details such as project description, scope, TA amount, etc. Administer all activities to process claims, recruit consultant, and closing of TA account.
● Contribute to preparation of ADB (EARD) knowledge sharing events including the East Asia Forum, Asia Pacific Low Carbon and Green Development Forum, South-to-South engagement events, among others. Administer activities to process claims and procurement of venue and various supply contracts.
● Assist in the development, monitoring and reporting of EARD’s annual knowledge management program.
● Provide administration support to the Regional Head, Private Sector Development in activities related to private sector development in EARD, including assisting with organizing PSD forums and coordinating with the Private Sector Operations Department (PSOD) .
● Support relevant teams in the preparation of briefing notes, speeches, and presentations for ADB senior management, and related internal and external communications.
● Perform other duties as may be assigned by the immediate supervisor, and as reflected in the incumbent’s workplan.

Qualifications

You will need:
● Bachelor’s degree in social sciences, or related field.
● At least 5 years professional work experience in public administration.
● Demonstrated in-depth knowledge and understanding of ADB’s operational processes and procurement procedures.
● In-depth understanding of the interaction between different ADB work areas and relevant workflows and their purposes.
● Excellent written and verbal communication skills in English.
● Experience in applying expertise in an international setting.
● Demonstrates initiative and ability to work effectively in teams and independently.
● Proficient in ADB standard software programs and information technologies
