The ICT & Digital Innovation Section, UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to assist a multi-country Digital Health initiative spanning Cambodia, Lao PDR, Mongolia, the Philippines, Timor-Leste, Vietnam, PNG, Fiji, Kiribati, and the Solomon Islands. This initiative is dedicated to UNICEF’s initiatives in strengthening the digital health and immunization systems in these countries.
Work assignment (remote/ home-based modality, not office-based), expected deliverable, and Delivery schedule.
The consultant plays a pivotal role in driving the strategic direction, implementation, and impact of “Digital Health System for Infectious Diseases Control” project portfolio, ultimately contributing to the improvement of healthcare delivery and outcomes in the 10 implementing countries.
The role involves several key responsibilities throughout the contracted period:
1. Tasks:
The expected Tasks to be provided by the consultant are outlined below:
Task 1: Support Country Offices to develop accurate project schedules, including work breakdown, tasks, timelines, responsibilities, and interdependencies.
Task 2: Support Country Offices to prepare and review ToR, Proposals, technical specifications and other technical documents for IIS/EIR solutions, procurement of IT equipment and others as required.
Task 3: Identify project risks and develop risk mitigation strategies.
Task 4: Hold regular meetings with Country offices, at least once a month with each country to deliver work in tasks 1 and 2.
Task 5: Conduct support missions to Country Offices (up to five missions) and Regional Office (up to three missions).
Task 6: Develop and deliver presentations summarizing regular reports to EAPRO senior stakeholders.
Task 7: Participate in regular meetings with the Regional office.

Duration of Contract: 1 June 2024 – 30 June 2025
Duty Travel: The T4D Specialist (Health) is expected to visit at least five of the project countries to offer direct assistance in implementing the project and resolve any issues that could potentially impede its progress. Travel plans will be contingent upon the project’s advancement, requirements, and upon approval by the supervisor.

Educational Background: An advanced university degree in Business Analysis, ICT Management, Computer Science, Innovation, Digital Development, Public Health, International Development, or another relevant technical field.
A first-level university degree (bachelor’s degree or equivalent) in a relevant field combined with seven years of professional experience may be accepted instead of an advanced university degree.
Relevant Work Experience
The following qualifications are highly desirable:
Availability: Geographically located within the East Asia Pacific region or available to work within +3/-3 hours of Bangkok Time zone.
Project Management: Experience in project management methodologies and practices, including planning, budgeting, monitoring, and evaluation, is often required to successfully lead digital health projects from inception to implementation.
Stakeholder Engagement and Collaboration: Experience in engaging and building relationships with various stakeholders, including internal teams, external partners, and target audiences.
Communication: Fluency in English is required. Knowledge of another official UN language or a local language is an asset. Strong communication skills, both verbal and written, are essential for effectively liaising with stakeholders from different fields, including policymakers, researchers, and civil society, presenting findings, and documenting project activities. Strong analytical, research, report writing, and presentation skills.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
