How can you make a difference?

Under the supervision of the Programme Officer (Generation Unlimited), the Programme Assistant  will be responsible for supporting efficient and effective programmatic planning, monitoring  the Annual Work Plan (AWP) by providing to the One Million Opportunities (1MiO) initiative quantitative and qualitative information on program implementation, supporting the identification of issues and alternative courses of action to accelerate/improve program delivery as well as provide the administrative and finance support to proceed according to UNICEF rules and standards. The main functions/accountabilities are:

  • Support planning activities providing quality information and maintaining the AWP updated according to the results of the teamwork and decision makers groups.
  • Preparing PCAs (Programme Cooperation Agreements), SSFAs (Small Scale Agreements), and contracts based on the inputs provided by the responsible person for the respective modality.
  • Support the preparation of requests for consultancies and institutional contracts for the initiative ensuring compliance with the rules and regulations. Follow up deliverables and respective payment after the approval by authorization officer, within deadlines and keep the team informed at all stages.
  • Support the budget preparation, management, and identification of funding sources, monitoring their implementation according to grants’ conditions, deadlines, deliverable, and reports demanded.
  • Process and monitor transactions in the system (SAP) such as funds commitment, funds reservations, travel authorizations, Funding Authorization and Certificate of Expenditure (FACE) forms, payment requests and others to ensure effective programmatic planning, coordination, and monitoring and compliance with the rules and regulations.
  • Draft, format, edit and prepare all correspondence and templates on routine and non‐routine tasks, proofread and clear correspondence for supervisor’s signature, carry out informal translations from English to Portuguese and vice‐versa, elaborate meeting notes.
  • Coordinate all administrative, logistical arrangements for meetings, workshops, seminars, and other events including transportation, hotel accommodations for staff, participants or visitors, venue, conference room reservations and audio‐visual equipment as required.
  • Control the delivery of donors’ reports, notifying those involved in the preparation in advance and ensuring that they are delivered within the agreed deadlines. Make a quality revision of donors’ reports based on RBM (results-based management) and upload them in the system timely.

 

To qualify as a champion for every child you will have:

  • Education: Completion of secondary education is required, preferably supplemented by technical or university degree in Administration, Business, Management, or another related field.
  • Experience: A minimum of five years of progressively responsible administrative or clerical work experience is required.

Knowledge and skills

  • Teamwork skills and capacity to work with tight deadlines.
  • Desirable knowledge on financial and programme/project management.
  • Desirable knowledge on children’s rights issues, including the Convention of Rights of the Child and Statute of the Child and the Adolescent.
  • Experience supporting high level managers in programme management will have an advantage.

For this position, a bachelor’s degree from a recognized academic institution in a relevant field (e.g. Administration, Business, Management) may replace three years of related work experience.

  • Language – Fluency in English and Portuguese required. Knowledge of Spanish will be considered as an asset.
