UNICEF’s Global Shared Services Centre (GSSC) in Budapest, Hungary provides services to UNICEF offices globally in the areas of Finance, Human Resources, Payroll and Information Technology.

GSSC has won the 2019 Business Services Firm of the Year in Hungary, one of 26 regional awards announced at the Central and Eastern European Business Services Summit & Awards held in Warsaw, Poland.

The Global Shared Services Centre HR Administration Section delivers HR support and services to UNICEF staff and offices globally in the areas of Onboarding, Offboarding, Job Classification and processing of Benefits & Entitlement through the career life cycle of staff members.

The section also provides HR Administration support to the International Telecommunication Union (ITU) which is based in Geneva. The services provided by HR Administration Section optimizes organizational effectiveness and consistency, promotes positive client experience, improves quality assurance of HR services, and allows staff in the field to focus on delivering results for the UN.

How can you make a difference?

The partnership with ITU underscores UNICEF’s efforts in the realization of the UN efficiency agenda reflected in the General Assembly resolution 72/279 on the repositioning of the UN development system. The efficiency agenda aims to realize cost avoidance and performance improvement by harmonizing, centralizing, and consolidating the use of resources to generate efficiencies in financial and quality terms, to be redeployed as part of programmes to better support the 2030 Agenda.

The support services shall be provided in accordance with ITU’s applicable rules, regulations and procedures, as guided by ITU, including in relation to policy implementation and interpretation of such rules, regulations and procedures.

The effectiveness of the support provided by the Human Resources Assistant results in the timely, equitable, transparent, and systematic administration of all human resource matters regarding benefits, entitlements, contract renewals and termination to short-term staff and consultants.

Key functions, accountabilities and related duties/tasks:

1. Maintain ITU staff personnel records

  • Update with status changes and perform necessary administrative actions on contractual status and entitlements, ensuring timely and accurate action.
  • Draft correspondence to follow up on staff status changes and request recommendations as needed.

2. Prepare, review and maintain filing system for routine Human Resources documents.

  • Review forms for completeness and accuracy.
  • Consolidate and file forms received globally from staff members.
  • Track and send official forms as applicable.
  • Create employment verification letters and certificates.

3. Liaise with divisions and offices for accuracy and completeness of information.

  • Check the received forms, inform and advise divisions and offices on any missing information or documents.
  • Provide periodic feedback to the supervisor on the completion of tasks.

4. Provide overall administrative support to the Human Resources Unit.

Duration

This is a Fixed-term Appointment for a duration of one year.

To qualify as an advocate for every child you will have…

  • Completion of secondary education (high school diploma) is a minimum requirement.
  • University level courses in human resources and business administration are desirable.
  • Minimum 4 years of relevant work experience in human resources or administration is required for candidates without completed bachelor’s degree.
  • Minimum 1 year of relevant work experience in human resources or administration is required for candidates with completed bachelor’s degree. A relevant master’s degree may replace an additional two years.
  • Intermediate knowledge in the Microsoft Suite of Products (including MS Word, MS Excel & MS PowerPoint) is required.
  • Previous hands-on experience in planning, organizing and delivering administrative support services is highly desirable.
  • Proven ability to organize and prioritize is desirable.
  • Fluency in English (verbal and written) is required.
  • Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
