Background

United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) strives to promote gender equality and women’s human rights, strengthen implementation of gender sensitive policy and legislation, and eliminate all forms of violence against women as well as to protect women’s human rights. Attention is given to issues of excluded groups and their capacity to lobby so that these become part of mainstream decision making and planning. It provides technical advisory and services on women’s economic empowerment, ending violence against women and girls, women’s leadership, and participation, including in disaster risk reduction and management and gender integration in planning and budgeting. UN Women works towards ensuring an effective UN response by strengthening the effectiveness, coordination, and quality of outputs on gender equality amongst the various stakeholders.

The immediate objective is to hire a Rule of Law Expert who will support the roll-out and implementation of the Rule of Law program in Balochistan, providing technical assistance, developing policy guidelines, and managing program activities.

Duties and Responsibilities

Under the direct supervision of the HoSO Balochistan and the technical guidance of Programme Specialist ROL and Governance, the Rule of Law Expert will be responsible for the following tasks:

Programme Planning and Management

  • Provide technical input to the RoL programme being implemented by the EVAW Unit in Balochistan
  • Support the strategy development for strengthening RoL institutions and justice/ security sector stakeholders in Balochistan.
  • Support the Head of the Sub-office in implementing the ROL work Plan within given timelines and in supporting achieving the desired result.
  • Oversee the technical implementation of the programme in Balochistan. And keep the sub-office informed.
  • Coordinate the activities of the Technical Working Group on gender integration in the justice sector, DLECs and other related bodies.
  • Coordinate closely with EVAW / Access to Justice Unit colleagues at country office and Balochistan sub-office for providing inputs to programme planning and implementation.
  • Liaison and coordinate with EVAWG Alliance at the provincial level to create support for the justice sector interventions including pro-women legislative processes.

Monitoring and Reporting

  • Oversee the province and program-related work undertaken by implementing partners and consultants at the provincial level to ensure quality assurance.
  • Coordinate the submission of province specific implementing partner/ consultant financial and high-quality narrative reports;
  • Organize and facilitate field missions and submit reports on monitoring missions;
  • Provide inputs to internal/ external/ donor reports, focusing on results, output and outcomes;

Knowledge Products

  • Develop concept notes, position papers, briefing notes, or other material as needed.
  • Review materials developed by team members (including Country Office and Provincial Sub Offices) or received from external partners to provide valuable input, incorporating a gender, human rights, and rule of law lens for quality knowledge products and documents.

Partnerships and Coordination

  • Participate in meetings/ events with government and other partners to represent UN Women and to keep them engaged in planned and ongoing activities and chalk out the way forward.
  • Support the coordination at the provincial level between partner UN agencies (UNDP and UNODC) to ensure that the project activities are rolled out smoothly and in line with the donor agreement.
  • Coordinate regularly with partners working on similar interventions to obtain information and develop collaboration as relevant.
  • Any other task assigned by the supervisor.

Required Skills and Experience

Qualification and Experiences.

  • Master’s degree in law, International Relations, Public Policy, Human Rights, or relevant disciplines.
  • At least 7 years of relevant professional experience on Access to Justice, Governance, Women’s Rights, Gender, and Human Rights.
  • Understanding of governance structure of province is a must
  • Previous experience with UN agencies will be an asset
  • Strong communication skills both in English and Urdu (written and speaking).
  • Understanding of local languages of Balochistan will be an asset.

Skills and Expertise:

  • Strong program management skills and experience, including technical advisory roles.
  • Familiarity with policy development and capacity building with a gender lens.
  • Ability to handle politically and culturally sensitive issues related to gender equality and women’s rights.
  • Strong interpersonal skills, including networking, team building, and collaboration.
  • Proficiency in program planning, implementation, and coordination with stakeholders.
  • Computer skills comprising knowledge of Windows, internet communications and command of MS Office applications (Word, Excel, Power Point).
