Duties and Responsibilities
Under the guidance of the Director of Partnerships and the Director of Planning, the Consultant will be performing the following tasks ensuring the achievement of the related deliverables: • Coordinates and oversees planning, implementation, monitoring and reporting of all in-kind humanitarian contributions not only for the Gaza Emergency but also covering UNRWA fields, ensuring all in-kind contributions comply with all applicable UNRWA regulations, rules, policies, guidelines, programme objectives and accountability principles. Provides oversight throughout the in-kind contributions process, including before/during due diligence screening, ensuring that all in-kind contributions from private donors receive clearance from the due diligence focal point(s) before proceeding with contribution negotiations. • Consults, and liaises with Central Support Services Division (CSSD) and Department of Legal Affairs (DLA), works closely with all key stakeholders across UNRWA departments /unites, relevant oversight committees, and affected fields, primarily focusing on Gaza but not limited to it, to ensure rigorous management, coordination and compliance with set rules, regulations, and procedures and to revise and disseminate revisions thereto, in each case as necessary. • Monitors and reports on all in-kind contributions and offers, including in-kind contributions received and/or distributed on behalf of other UN Agencies, providing detailed weekly information on receipt, delivery and impact, including contributions distributed and population reached, in coordination with relevant colleagues in the Fields and HQs, as applicable. Provides regular updates on issues related to humanitarian needs; reports and provides recommendations to the supervisors and follows up on relevant actions; drafts internal analysis reports, and contributes to organizational reports and context briefs, ensuring that rejected offers are also tracked and reported upon. • Collects, collates, and analyses data in a timely manner; produces analytical reports, reports on the distribution of in-kind donations. • Assists in ensuring the appropriate allocation of in-kind contributions in coordination with the Departments of Finance, Planning, ERCD and relevant fields. • Represents UNRWA in relevant fora with donors, partners, working groups/sectors, local authorities and coordinates with distribution actors. In close coordination with ERCD, manages discussions with donors, develops tailored partnerships documents, including budgets to ensure Indirect Support Costs are covered or waived in cooperation with the Finance Department, and reports and partnership agreements. • In coordination with Communications team develops visibility materials when required and collaborates closely with the due diligence functions to ensure that due diligence processes performed by other units/focal points in accordance with the applicable framework/guidelines and to ensure compliance with the results of the due diligence screening. • Responds to various inquiries and information requests internally and externally related to humanitarian response activities, including negotiation of partnership agreements with donors and DLA; and coordination with the relevant Field Offices, hub and others as needed. • Performs other duties as may be assigned by the supervisor(s). Deliverables: • The deliverables for this consultancy are directly linked to the tasks outlined above. • The consultant needs to be engaged and to perform the above 22 days/month.
Qualifications/special skills
MINIMUM QUALIFICATIONS AND EXPERIENCE • An advanced university degree (master’s degree or equivalent) from an accredited educational institution in Programme Management, Economics, Business Administration, Social Science or any other related discipline. • At least seven years of relevant work experience in the management, coordination and facilitation of in-kind contributions from acceptance to revenue recognition, including the reception and distribution of goods, support services and/or other humanitarian aid. Experience in procurement processes, suppliers and technical standards. Experience in a post conflict and transitional context. • Excellent computer skills (MS Word, Excel and PowerPoint essential). • At least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of citizenship. DESIRABLE QUALIFICATIONS AND EXPERIENCE • Working knowledge of Arabic language. • Demonstrated training in logistics management. • Experience with donor governments.
