Revised or Developed Standard Operating Procedures (SOPs) incorporating human rights principles. New SOPs developed for procedures where gaps were identified, ensuring alignment with human rights standards.

Duties and Responsibilities
A team of two Consultants will provide comprehensive support to the General Inspectorate of Carabineers, encompassing training sessions, training methodologies and Training of Trainers sessions on human rights standards and human rights-based approach, tailored to the specific responsibilities and tasks of the GIC personnel. The support will include the revision of existing and development of new Standard Operating Procedures. 1. Develop training materials and deliver training sessions for up to 20 GIC staff members related to human rights standards and the human rights-based approach principle (HRBA), tailored to the GIC’s duties as outlined in Law 291/2018 on the General Inspectorate of Carabineers and other relevant legislative acts. 2. Conduct Training of Trainers (ToT) sessions for up to 20 GIC staff members on pertinent topics concerning human rights standards and HRBA principle. 3. Provide methodological materials for each ToT session to ensure comprehensive understanding and effective delivery. 4. Review existing Standard Operating Procedures (SOPs) and develop new SOPs where necessary, to align with human rights standards and the HRBA principle.
Qualifications/special skills
Master in law, human rights or other relevant discipline; • At least 5 years of professional experience at the national level in the field of human rights; • At least 2 years of professional work experience in designing and conducting trainings in the field of human rights • Experience of work with Central Public Authorities and subordinated agencies/institutions; • Strong skills in designing and delivering effective training sessions; • The capacity to critically assess and analyze laws, regulations, and procedures to identify gaps or areas from a human rights perspective.
Languages
• Fluency in oral and written Romanian. Working knowledge of English would be an asset.
