This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Democracy, Human Rights, and Governance (DRG),at the U.S. Agency for International Development (USAID)..

Duties

  • Supervises a group of employees performing work at the GS 09-15 level and Foreign Service equivalent level as the Deputy Director of the Justice, Rights, and Security Office.
  • Serves as an agency expert and coordinator for the development and implementation of evidence based DRG policies, strategies, and budgets at the global, regional and country level.
  • Supports the JRS Director in the budget formulation and execution process, conducting analysis and advocacy to make strategic priorities within the JRS Office to support DRG priorities and goals in the Agency, DRG Bureau, and Missions.
  • Enhances and coordinates effective working relationships across sectorial lines, identifying important areas of interaction.
  • Serves as a liaison with persons and groups both inside and outside of the Agency, including the inter-agency, National Security Council (NSC), donors, multi-lateral organizations, and external partners in the Justice, Rights, and Security sectors.
  • Develops DRG policy/programming options, and recommends appropriate choices based on a comprehensive analysis of development problems, alternative actions, objectives, and consistency with overall U.S. domestic and international policy and law.

  • Must be able to obtain and maintain a Top Secret Security clearance.
  • Males born after 12/31/1959, must be registered with the Selective Service.
  • You may be required to serve a one-year probationary period.
  • You may be required to serve a one-year supervisory probationary period
  • These are Testing Designated Positions (TDP’s) under the Agency’s approved Drug-Free Workplace Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Specialized Experience:
GS-15: You must have seven years of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) Designing, implementing, and/or evaluating international development programming and policy related to rule of law and/or human rights; b) Supervising a team to develop, implement, and evaluate strategies, policy, work plans, programming, and overall long and short-term priorities; c) Collaborating with diverse individuals and organizations to develop partnerships around action-oriented goals; AND d) Mentoring and/or preparing professional development and team building approaches to achieve organizational cross-sector goals.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
