Organizational Setting and Reporting Relationship

The position of Advisor, RMOD and Head, RMOD-OGU is assigned to the Operational Risk and Risk Governance Unit (RMOD-OGU) within the Office of Risk Management (ORM). You will be based at our Headquarters in Manila, Philippines.

You will report to Head, ORM and will supervise international, national, and administrative staff.

Your Role

As Advisor, RMOD and Head, RMOD-OGU you will

  • Provide leadership for the second line of defense of the operational risk management function in ADB. Lead the planning, implementation, and supervision of the operational risk management unit’s work plan in support of ADB’s goals in risk management. Lead policy development, including designing, developing, implementing, and maintaining an integrated enterprise-wide operational risk management framework at ADB that is consistent with peers and best in market practices. Lead in applying the framework bank-wide to consistently and comprehensively oversee identification, measurement, monitoring, mitigation, and reporting of operational risks.
  • Oversee risk governance and reporting with particular emphasis on meeting the demands of governance forums such as the Risk Committee of the Bank and the Audit and Risk Committee of the Board. As such, act as secretariat to the Risk Committee of the Bank and act as accountable party for timely delivery of, and quality control over, reporting to official governance committees and to parties which require ad hoc risk reporting.
  • Oversee work quality and ensure the achievement of the unit’s goals. In collaboration with ORM’s other divisions, provide a meaningful contribution to ORM’s positioning in the organization and promote a strong risk culture in ADB, with particular emphasis on addressing operational or ‘non-financial’ risks.
  • Support Head ORM in ensuring smooth functioning of ORM in institutional coordination areas such as budget, premises, resourcing, training, services, and position level complement management.

You Will

a. Leadership and Strategic Management

• Lead, establish and cascade the unit’s vision, goals, and strategies in support of ADB’s goals, departmental goals and in compliance with ADB policies.

• Lead the planning, implementation and supervision of work plans as well as monitor the quality of output and the achievement of long-term goals and annual objectives for the unit.

• Introduce new and best practice approaches to operational risk management, as well as reporting, governance and effective planning and administration of ORM.

• Facilitate effective coordination with relevant departments to ensure an appreciation of, and compliance with, ADB’s operational risk management framework as well as ensuring excellence and consistency in communication of the risk profile of the bank.

• Foster a productive and motivated workforce in alignment with ADB values.

• Inform and provide recommendations to the Head, ORM on significant developments, emerging opportunities, and challenges in areas of responsibility.

b. Operational Risk Management

• Drive the second line of defense role performed by ORM to the next level of maturity.

• Lead in developing, implementing, and maintaining policies, guidelines, and processes to identify, measure, monitor, mitigate, and report operational risk in ADB HQ and field/satellite offices.

• Lead in defining requirements for effective implementation and maintenance of operational risk processes and tools.

• Lead in developing and maintaining a loss database in line with the operational risk framework.

• Lead in designing and developing tools and processes to support the monitoring and reporting of operational risk events.

• Develop a good working relationship with other departments to ensure that the framework is effectively applied and implemented across all relevant areas.

• Promote the application of advanced risk analytics to measure and monitor operational risk exposures and assess the capital required.

• Lead the implementation and maintenance of analytical systems and reporting requirements of operational risk to enhance the timeliness, completeness, and accuracy of information to end-users via report automation, query access to data, and web-based reporting solutions.

• Support the development of domain expertise in key areas of the taxonomy such as IT Security, Third Party Risk Management and Organizational Resiliency.

c. Risk Governance and Reporting

• Lead the preparation of risk reporting and communication, including editing, development of media materials, and ensure consistency of contents and style.

• Work across ORM divisions to obtain adequate analysis and reporting from domain owners.

• Ensure timely reporting of the operations and treasury portfolio’s compliance with ADB’s limits.

• Lead the preparation and delivery of all documents to the Risk Committee, Audit and Risk Committee of the Board, as well as other special/adhoc presentations/reports.

• Act as Risk Committee Secretariat, determine the agenda with the committee chair and ORM management, organize relevant speakers, and ensure necessary endorsement procedures are followed by the committee.

• Represent ORM in periodic investor due diligence calls for ADB’s international bond issuances.

• Lead the development and execution of communication strategies that promote a strong risk culture within the organization, and positive perceptions among stakeholders.

• Act as spokesperson for ADB on risk-related matters, both internally and externally.

• Coordinate reputational risk management in line with approved policy and procedures, as a second line of defense function

• Maintain working relationship with relevant multilateral organizations and educational institutions, identify collaboration opportunities to work with peer MDBs.

• Participate in presentations to the asset and liability management committee, senior management, Board of Directors and to Rating Agencies, where appropriate.

d. Institutional Coordination

• Lead the preparation and development of ORM’s key departmental priorities/workplan and support their delivery from human resources and budget perspective.

• Oversee the preparation of ORM’s three-year work program and budget framework, annual budget, and midyear budget requirements.

• Lead the preparation of strategic departmental staffing plan updates and operational aspects of human resources and coordination with Budget, People, and Management Systems Department.

• Oversee ORM’s staff resources against level complement allocation; advise on actions needed to comply with level complement allocation; guide preparation of and review proposals for staff promotion, recruitment, and movement in compliance with HR management guidelines.

• Oversee staff’s participation in learning and development programs and identify relevant learning opportunities and programs for department staff.

• Represent ORM in meetings of institutional coordination network, including budget review committee meetings.

• Lead and facilitate effective departmental coordination and cooperation with other ADB departments and internal stakeholders.

e. Policy and Methodology

• Review, maintain and update policies, guidelines and practices on operational risk management and wider revisions to terms of reference, governance arrangements etc., as applicable to Risk Management.

f. Knowledge Sharing

• Maintain knowledge of emerging best practices, new peer approaches, Basel standards and other international standards in operational risk management, risk reporting and risk governance.

• Serve as a resource person and provide support in organizing and conducting risk training to promote a risk culture in ADB.

g. External Relations and Coordination

• Provide support for relationship management, consultation and coordination with government, development partners, and private sector groups in area of responsibility.

h. Internal Relations

• Provide support for relationship management and coordination with the Board, Senior Management, and other departments.

i. Staff Supervision

• Undertake the performance management of the unit, including motivation of staff.

• Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.

• Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.

Qualifications

You will need:

• Master’s degree or equivalent, in finance, accounting, business administration, economics or related fields; or University degree University degree in finance, accounting, business administration, economics, or related fields and at least 10 years specialized experience relevant to the position can be considered. Suitability to undertake the responsibilities mentioned above at the required level.
• At least 15 years of relevant experience in risk and operational risk management, preferably in financial institutions or multilateral/bilateral development organizations.
• Strong understanding of risk management principles, frameworks, methodologies and tools, risk-related policies, and governance principles and activity in a financial services environment.
• Proven record running teams and holding administrative accountability for sizeable cost centers.
• Experience of corporate communications of a major financial institution is an asset.
• Proven track record in the development and deployment of operational risk measurement models.
• Solid understanding of operational risk characteristics including the development of Operational Risk monitoring tools including reports, Scorecards, Key Risk. Indicators (KRIs) and operational risk capital modeling.
• Sound knowledge of portfolio risk analysis and reporting.
• Exceptional verbal and written communication skills in English, with the ability to convey complex risk management concepts in a clear and concise manner.
• Experience and strong track record in public speaking and presentation.
• Strong relationship management and interpersonal skills, with the ability to build and maintain strong partnerships with key stakeholders.
• Ability to lead complex multi-departmental projects.
• Strong project management and execution skills, including the ability to effectively drive complex, multifaceted issues under tight timelines.
• Ability to work in a multicultural environment.
• Demonstrated leadership and team management skills.
• International experience working in several countries.

Additional Information

This is a fixed term appointment or assignment for senior staff, for a period of three (3) years. This opening is open to internal and external applicants.

If you are selected as an external candidate, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years.

At the end of the initial period, ADB, as its discretion may: (a) renew a fixed term appointment or assignment, or (b) not renew a fixed term appointment.

Fixed-term appointments or assignments for senior staff are subject to terms and conditions determined by ADB as indicated in all relevant policies.
