JOB DESCRIPTION

Organizational Setting

The Regional Office for Africa is responsible for leading FAO´s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO´s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in Africa and, in collaboration with offices and divisions at Headquarters, develops, promotes, and oversees FAO’s strategic response to regional priorities. RAF also advises on the incorporation of regional priorities into the Organization´s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. RAF develops and maintains relations with region-wide institutions, including the Regional Economic Integration Organizations (REIOs). The Regional Office supports regional policy dialogue on food security, agriculture, and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.

Reporting Lines

Under the supervision of the Regional Human Resources Officer and in close collaboration with the regional Human Resources Unit, the Human Resources Support performs the following functions within the framework of the project:

Technical Focus

The Human Resources Support is responsible for coordinating and executing administrative tasks related to the hiring of national and international affiliate workforce, in accordance with FAO rules and regulations.

Tasks and responsibilities

•    Support the overall hiring plan for hiring of national and international affiliate workforce.
•    Develop and/or review Terms of Reference of affiliate workforce and ensure compliance with current standards and regulations.
•    Coordinate and manage the publication of calls to attract candidates for vacancies related to national and international affiliate workforce, ensuring proper dissemination to attract qualified talent.
•    Organize and facilitate the selection process, including coordinating interviews with the selection panel and preparing reports on evaluated candidates.
•    Manage the complete cycle of contracts for national and international affiliate workforce in the Global Resource Management System (GRMS), ensuring the collection and verification of required documentation.
•    Supervise the validity of contracts for national and international affiliate workforce in and take appropriate measures in coordination with supervisors for renewal or termination as necessary.
•    Provide administrative support, including recording worked hours for the payment of fees to national and international consultants and other related tasks.
•    Collaborate in implementing actions to promote a respectful and harmonious work environment, aligned with the organization’s values and commitments.
•    Facilitate knowledge exchange and best practices within the office, promoting collaboration, continuous learning, and innovation.
•    Assist in the performance evaluation process of national and international consultants, providing logistical and administrative support for the preparation and recording of their performance evaluation reports (QAR).
•    Maintain confidentiality and handle sensitive information with discretion.
•    Perform other tasks as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements   

•    University degree in Human Resources, Management, Industrial Psychology, Organizational Development, Public or Business Administration or another relevant field.
•    At least 2 years of relevant experience in Human Resources Management in a reputable organisation.
•    Working knowledge (level C) of English.
•    Should be a National of Ghana or with a permit allowing them to work in Ghana.

Technical/Functional Skills 

•    Very good knowledge of the essential elements of Human Resources activities and transactions, including corporate policies, rules, and procedures.
•    Very good knowledge of relevant corporate computerized administrative systems
•    Good knowledge of the communication and documentation standards

Selection Criteria

•    Limited knowledge of one of the other FAO languages is an advantage.
•    IT Skills: Very good knowledge of the MS Office applications, Internet and office technology equipment
