BACKGROUND
The P2 Indigenous Peoples’ Programme Officer will be primarily responsible for the technical execution of the Inclusive Conservation Initiative (ICI), with support to the broader Indigenous Peoples and Conservation Programme Portfolio, assisting in establishing strategic and operative linkages within and beyond IUCN. Duties include project and partnerships management, design, and implementation of policy related activities relevant for the ICI project and IUCN, assist in resources mobilization to strengthen ICI implementation, and similar activities necessary for the successful implementation of the project and consolidation of the Indigenous Peoples and Conservation Programme.
JOB DESCRIPTION
1.Programme and policy implementation

-Lead on the technical implementation of the ICI initiative as agreed with the HRC Team Lead and the Senior Program Manager on Indigenous Peoples and Conservation,.

-Support the creation of strategic and operative linkages within and beyond IUCN as they relate to Indigenous Peoples.

-Build and maintain strong relationships with IPs leaders engaged in IUCN IP project portfolio, particularly with ICI project implementation, as well as with IUCN Indigenous Peoples’ Organisations (IPO) Members, ensuring their full and effective engagement within the Union and supporting the implementation of the IUCN IPOs self-determined Strategy and the IUCN Global Indigenous Agenda.

Other assigned responsibilities may include:

-Provide expert technical guidance and inputs to IUCN policy engagement and communications on IPs issues in sustainable development and environmental policy fora.

-Provide specific technical advice and inputs to IUCN regions and thematic units with respect to ensuring that the development of those portfolios is consistent with IUCN’s IPs rights, priorities, safeguards and policy, with particular attention to the development of GEF-GCF and other large initiatives.

-Represent IUCN within its delegations to relevant policy fora and related meetings (e.g. UNPFII, EMRIP, UNFCCC, UNFF and CBD) and support the developing and delivering of policy messaging on indigenous issues at these events.

-Guide and advise on the effective and systematic inclusion of monitoring and evaluation protocols on the recognition and advancement of Indigenous Peoples’ rights across the IUCN programme, with particular reference to the implementation of UNDRIP, in close collaboration with the Planning, Monitoring, Evaluation & Risk Unit.

-Support the Head of the HRC Unit, in conjunction with the Senior Program Manager on Indigenous Peoples and Conservation, in periodically reviewing the medium to long-term stability of the current portfolio, on-going and closed project performance, obstacles to the effective & timely delivery of on-going projects.

2.Design of a project portfolio on Indigenous Peoples’ rights

-Coordinate and provide oversight on project delivery and identify and communicate project deadlines and benchmarks, ensuring these are met through ensuring effective project implementation with staff/partners/vendors, with particular emphasis on the ICI project delivery, monitoring, and evaluation.

-With IUCN IPO Members and key IP partners, support the co-design, co-development and co-implementation of a portfolio of projects that advances IPs priorities and rights and, integrates traditional indigenous knowledge into conservation action facilitating the delivery of tangible “on the ground” benefits for indigenous communities and nature.

Other assigned responsibilities may include:

-Provide overall quality assurance, supervision and accountability for the development, implementation and delivery of the IUCN IPOs Self-determined Strategy., the IUCN Global Indigenous Agendaand overall IPs portfolio and other overarching initiatives of the IP Programme, ensuring institutional consistency.

– Ensure projects are designed and implemented according to IUCN project management standards and best practices, involve IUCN regional offices, are delivered within budget and align with IUCN programme objectives.

3.Capacity building and knowledge generation

-Design and deliver technical training and capacity building to IP project partners in topics relevant to project design and implementation, as well as training on Indigenous Peoples issues to fill identified skills gaps and capacity issues within IUCN’s programmes and projects, and partners, governmental organizations, municipalities and communities.

Other assigned responsibilities may include:

-Ensure the project portfolio is supported by a robust and targeted knowledge management system which, inter alia, identifies key audiences and champions, identifies and manages knowledge uptake pathways and establishes a publications timeline and communication plan.

-Support and help prepare IUCN Indigenous Peoples member organisations to engage effectively in all major meetings and decision-making processes of the Union, including World Conservation Congresses, Regional Conservation Fora and the preparation and submission of IUCN policy motions.

-In conjunction with HRC communications officer work closely with the IUCN’s Global Communications Unit to identify relevant and topical content that can contribute to IUCN corporate communications and thereby reach and engage a broad audience.

4.Partnerships, donor relations and resource mobilisation

-Support the development of targeted and aligned project concepts and proposals required for the delivery of the Indigenous Peoples’ Strategy and the sustainable growth of the portfolio.

-With IUCN IPO Members and IP Partners, co-develop concepts for resource mobilization for the implementation of the IUCN IPOs Self-determined strategy and related initiatives.

Other assigned responsibilities may include:

-Connect and support members in engagement with relevant regional, country and programme staff for joint programme activities in support of implementing the IUCN IPOs Self-determined Strategy , whilst supporting the growth of IUCN Indigenous Peoples members.

-Foster and build partnerships with governments, multilateral institutions and the private sector that establish clear operational mandates for impact delivery, thereby demonstrating the influence and demand-responsive nature of IUCN’s work to donors and investors.

In close consultation with the Strategic Partnership Unit and HRC Unit Head, coordinate across IUCN to leverage intelligence and networks that facilitate and advance IUCN’s interests with respect to resource mobilization and donor engagement, with a particular focus on Indigenous Peoples.

Strong track record of building trust-based relationship with and among a range of stakeholders, including Indigenous Peoples Organisations and communities, government regulatory authorities and executive agencies, civic leaders, private sector, media and other organisations. Understanding of how Multilateral Environmental and Human Rights Agreements interfaces with national policy and the role different stakeholders in national policy implementation. Ability and commitment to act in accordance with the core values of integrity, respect for diversity and professionalism as spelled out in IUCN’s Code of Conduct and Professional Ethics. Ability to communicate analytical and technical concepts, evidence and outcomes in a manner that is accessible to non-expert audiences. Strong interpersonal skills.

4. Commitment to accountable and high-quality delivery. A clear and unambiguous work ethic that understands the necessity of, and demonstrates willingness to adhere to, institutional procedures and standards. 5. REQUIREMENTS
• Minimum 5 years’ experience as an indigenous leader and/or other professional role who has worked closely with, and on a mandate from, Indigenous Peoples

• Posses vast knowledge, experience and understands the sensitivities of working with Indigenous communities, priorities, and rights; and has a high-level of commitment, passion and drive to champion Indigenous Peoples priorities and rights at all times.

• Bachelor’s degree or equivalent professional experience in Indigenous Peoples rights, Indigenous development, environmental policy, natural resource management, philanthropy or a related field. A Master’s degree is a plus.

• A strong and verifiable programmatic delivery track record with respect to deploying knowledge, evidence and policy influence to facilitating and enabling substantive and demonstrable place-based change.

• At least 3-5 years’ experience of direct field-based delivery and project implementation and management.

• Strong writing skills. A track record of publications and quantitative analysis is desirable.

• Demonstrated ability to advise and work with a multidisciplinary / multicultural/ multigendered team.

• Diplomacy, good networking skills and excellent interpersonal skills. Track record of working effectively in a multicultural and diverse environment with colleagues at all levels

• Excellent verbal and written communication skills in English, including ability to communicate complex issues to a wide range of audiences. A second language (French, Spanish) is highly desirable.

• Ability to travel frequently.
