Organizational Setting and Reporting Relationship
The position is assigned to the Office of the Director General (IEOD) within the Independent Evaluation Department (IED). You will be based at our Headquarters in Manila, Philippines.

You will report to the Deputy Director General, IED and other designated International Staff (IS), and senior National Staff.

Your Role
As an Evaluation Assistant you will provide coordination and administrative support to the Deputy Director General (DDG), IED, and help ensure effective interaction within IEOD and its external clients. You will: (i) manage communication and information flow, (ii) manage calendar, schedule meetings, and make mission travel arrangements, (iii) support operational and administrative activities to ensure smooth department operations, and (iv) provide secretarial and logistical support to the IED’s Leadership Team and other staff during evaluation knowledge management activities and events.

You will:
a. Coordination and Office Administration
• Monitor status of communications/documents requiring immediate attention.
• Coordinate with colleagues in the evaluation divisions and the knowledge management group.
• Monitor front office work program status.
• Handle front office filing systems and records, ensuring these are systematically maintained and updated.

b. Communication
• Ensure effective information and communication flow with clients and visitors.
• Facilitate participation of relevant IEOD staff in key ADB events.
• Handle recording, sorting, and distributing incoming reports and other correspondence within the front office.
• Prepare correspondence and documents for DDG, IED and/or delegated IS.
• Liaise with the evaluation divisions and the knowledge management staff group and external parties on IEOD and department-wide activities.

c. Schedules/Travel Coordination
• Manage the schedule and appointments of DDG, IED and/or delegated IS.
• Ensure that the DDG, IED and/or assigned IS has access to necessary materials and support while outside ADB headquarters, travelling on mission, or on leave.

d. Evaluation Research and Knowledge Management
• Support the preparation of evaluation documents, presentations, and briefing materials within the front office.
• Gather data and other information from books, documents, and other publications from various sources.
• Support document quality control within the front office through third party reviews including editing and systematic proofreading.
• Assist in knowledge management-related events and activities such as secretariats for ADB-sponsored symposia/seminars.

e. Others
• Perform other duties as may be assigned and reflected in the incumbent’s work plan.

Qualifications

You will need:
• Bachelor’s degree, preferably in Business Administration, Economics, Management, Public Administration, Development Studies, Languages, or other relevant disciplines.
• At least 5 years of relevant professional experience.
• Familiarity with multilateral and bilateral organization and policies, procedures, and practices in a development context.
• Ability to coordinate with clients, oversee activities, delegate administrative responsibilities promptly and perform effectively with a multi-disciplinary team.
• Excellent oral and written communication skills including preparing memorandums and editing and proofreading documents and presentations.
• Proficiency in MS Office Suite (e.g., Outlook, Word, Excel, PowerPoint), Sharepoint, and video/photo editing for presentation materials and knowledge products).
• Familiarity with videoconferencing tools (e.g., MS Teams, Zoom, Webex) and document workflow systems (e.g., Management Approval System).
• Ability to handle sensitive information requiring confidentiality and exercise judgment on matters requiring urgent attention.
• Ability to maintain composure under pressure and in handling tasks and workload efficiently, following a general work schedule and standard practices.

Additional Information
This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. This appointment is open to internal and external applicants.
