The United Nations Development Programme (UNDP) in Serbia has established an ICT Tech Cell to enhance its capabilities in programme design, implementation, and innovation. This initiative is designed to empower and inspire our programmes, significantly boosting their digital capacities and redefining digital delivery with cutting-edge service offerings. The ICT Tech Cell has a proven track record of successfully implementing a wide array of projects both locally and internationally. Our team is skilled in a diverse range of technologies, including Artificial Intelligence (AI), Blockchain, machine learning, complex enterprise projects, monitoring and evaluation (M&E) systems, dashboards, business intelligence, databases, and full-stack development. Additionally, the team continues to offer diverse consulting services to both local and international UNDP Serbia partners.

In line with this, we are seeking a dynamic and experienced individual to lead the ICT Tech Cell as the ICT Analyst – Tech Cell. This role involves close collaboration with the operations team, programme teams, and project staff. Reporting directly to the Operations Manager, the ICT Analyst – Tech Cell will be responsible for managing and delivering software development and digital services for UNDP Serbia’s projects, as well as for our regional and global digital initiatives.

Duties and Responsibilities

Under the guidance and supervision of the Operations Manager, the incumbent will be responsible for the following duties:

Management of the ICT Tech Cell to ensure the implementation of the ICT services:

  • Manage project timelines, budgets, and deliverables, ensuring that all digital initiatives implemented by ICT Tech Cell are completed within the required quality and on time.
  • Prepare regular reports on the progress, challenges, and outcomes of the ICT Tech Cell’s projects for senior management and stakeholders.
  • Develop and maintain a framework for calculating cost recovery on digital and technology projects services, ensuring financial sustainability and accountability of the ICT Tech Cell team.
  • Regularly review and adjust cost recovery strategies to align with project objectives and financial realities.

Ensure providing of the Software Development Services:

  • Manage the end-to-end process of software development, from requirement gathering to deployment, ensuring quality and adherence to timelines.
  • Oversee the selection of appropriate technology stacks and development methodologies to optimize project outcomes.
  • Develop the software together with the team and support team members during the software development cycle.
  • Evaluate and prioritize incoming service requests, conducting feasibility studies and resource assessments to guide decision-making.
  • Lead the scoping and design phases of projects, ensuring that solutions meet both user needs and strategic objectives of UNDP Serbia.
  • Establish and maintain a centralized repository for all developed source code, ensuring accessibility, version control, and documentation.
  • Implement best practices for source code management, including regular audits and updates to ensure security and efficiency.

Ensure efficient Collaboration and Partnership Building:

  • Foster strong relationships with UNDP Serbia’s local and international partners, collaborating on digital initiatives and sharing best practices.
  • Foster strong relationships within the UNDP Serbia’s team, establishing solid work relationships with programme and projects, and offering them the options of working with the ICT Tech Cell team, collaborating on digital initiatives and sharing best practices.

Ensure facilitation of the knowledge building and knowledge sharing:

  • Design and deliver training programs on digital technologies and solutions developed by the ICT Tech Cell team, enhancing the digital literacy and skills of UNDP staff.
  • Stay abreast of emerging technologies and methodologies, incorporating them into training initiatives to keep the team at the forefront of digital innovation.
  • Lead and mentor the ICT Tech Cell team, fostering a culture of innovation, continuous learning, and collaboration.
  • Coordinate team efforts to ensure that project goals are met and that team members are effectively contributing to various initiatives.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The ICT Analyst –Tech Cell will work under the guidance and direct supervision of the Operations Manager. The position is based in UNDP Country Office in Belgrade, with the expectation of travel to project sites as needed.

Required Skills and Experience
Education:
  • Master’s degree in electrical or mechanical engineering, informatics, computer science, organizational science, mathematics or related field is required.
  • Bachelor`s degree in related field in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master`s Degree.
Experience:
  • Minimum 2 years (with Master´s degree) or 4 years (with Bachelor´s degree) of relevant work experience in the area of software development.

Languages:

  • Fluency in English and Serbian is required.

Required Skills:

  • Profound knowledge in a wide range of digital technologies, including Artificial Intelligence (AI), Blockchain, machine learning, business intelligence, databases, and full-stack development.
  • Proven ability to manage complex enterprise projects from conception through implementation and evaluation.
  • Strong organizational skills, including task prioritization, timeline management, and resource allocation.
  • Experience in Agile and traditional project management methodologies.
  • Skilled in designing effective solutions to meet project goals and user requirements.
  • Demonstrated experience in leading and mentoring diverse teams, promoting a culture of innovation and continuous improvement.
  • Strong verbal and written communication skills, with the ability to articulate technical concepts to non-technical audiences.
  • Experience in software lifecycle management, standards for software quality assurance, and software documentation.

Desired Skills:

  • Strong knowledge and expertise on AI, blockchain, full stack software development.
  • Working experience on Python, relational databases, front end development, NET, SQL.
  • Working experience in ICT Project management.
  • Working experience in software development management (initiation, scoping, software engineering, full project life cycle, coordination within the team, coordination with stakeholders, building partnerships, etc.).
