UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness and sustainability of peace building, humanitarian and development projects. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.

The New York Portfolios Office (NYPO) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.

The Sustainable Development Cluster (SDC) supports diverse partners with their Peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP). It provides Services to partners’ programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.

Our UN partner has requested the assistance of UNOPS in providing various ICT services. UNOPS has entered into a service-oriented agreement with the UN ICT partner to deliver support in various ICT domains. The objective of this function is to support our partner in executing the activities outlined in this TOR.

This is a position in UNOPS for supporting projects carried out for or in the United Nations Secretariat. The incumbent of this position will be personnel of UNOPS under its full responsibility.

 

 

Purpose and Scope of Assignment

Under the overall supervision of Senior Programme Manager and in direct supervision of team lead, the ICT Senior Officer – Software Development will be performing the following functions:

Systems Development:

• Architects, constructs, and maintains the software components

• Coordinates with the teams responsible for the other layers of the product infrastructure.

• Develops detailed system and other functional specifications and user documentation for systems.

Business Change Management:

• Identifies current problems and elicit, specifies and documents business functional, data and non-functional requirements for simple subject areas with clearly defined boundaries.

• Develops training materials and operating and user manuals.

Service Operation:

• Maintains, upgrades, or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems.

• Follows agreed support procedures.

• Advises on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.

  • Performs other duties as may be reasonably required and in line with the incumbent’s scope of services above
    .

3. Monitoring and Progress Controls

The ICT Senior Officer – Software Development manages and engages in all operational aspects of web applications and web services systems, ensuring those systems meet established service level agreements; manages and actively participates in projects of significant importance to the Organization; works with minimal supervision and in accordance with team’s goals; keeps abreast of available technology and shows willingness to learn new technology.

a. Education

  • Advanced university degree (Master’s degree or equivalent) preferably in computer science, engineering, or related field.
  • A first-level university degree (Bachelor’s degree or equivalent) in combination with two years of additional qualifying experience may be accepted in lieu of an advanced university degree.

b. Work Experience

Required:

  • A minimum of two (2) years of experience in web application development.
  • A minimum of two (2) of in experience in C#, HTML and CSS and vanilla JavaScript
  • A minimum of one (1) year of experience with at least two components of the Power Platform: Power Apps, Power Automate, Power BI, Power Pages
  • Fluent in SQL, NoSQL git, CI/CD pipelines

Desirable: (the following experience is optional candidates who do not have it are welcome to apply)

  • Experience with developing Azure Functions
  • Demonstrated abilities to learn new frameworks and API.
  • Fluent with deployment on Azure cloud

c. Language requirements

• Fluency in English (write, speak, read) is required. Fluency in one or more official UN languages is desirable.
