THE ORGANIZATIONAL SETTING The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security and environmental protection. To that effect, ICAO is a knowledge-based organization engaged in the development of intellectual property. The Bureau of Administration and Services (ADB) plays a lead role in the effective and efficient administrative management of the Organization by ensuring the provision of high-quality physical and human resources, by applying the highest standards of work ethics and conduct, and by using results-based management skills and tools to support the Organization in implementing its Strategic Objectives, in order to serve all stakeholders of the world aviation community. ICAO is currently implementing several Digital Transformation signature projects. Digital Transformation encompasses all aspects of the Organization’s work, activities, and operations. It will also enable the Organization to keep abreast of technological development, adopt emerging technologies and act as a catalyst for its stakeholder communities to understand and follow its path. Standards and Recommended Practices (SARP) and Document Management System (DMS) Project Description: The establishment and maintenance of international SARPs are a core aspect of ICAO’s mission and role. SARPs are critical to ICAO Member States and other stakeholders, given that they provide the fundamental basis for harmonized global aviation safety, security, environment protection and efficiency in the air and on the ground, the worldwide standardization of functional and performance requirements of air navigation facilities and services, and the orderly development of air transport. The SARPs/DMS digital transformation project will deliver significantly improved efficiencies in developing and maintaining SARPs as well as a proper DMS. It will also help drive improved collaboration and lead to overall improved stakeholder satisfaction.
