Result of Service
The ultimate result of the formative review consultancy is the production of a comprehensive report that synthesizes key insights, experiences, and best practices from the UN-REDD Programme’s current phase. This report will provide valuable lessons learned that inform future strategies and interventions, contributing to the Programme’s effectiveness and impact in addressing deforestation, forest degradation, and climate change mitigation. Working collaboratively with the post-2025 strategy process facilitation consultant, the formative review consultant will also contribute to the development of the UN-REDD Programme post-2025 strategy and ensure that the findings from the formative review exercise are integrated into the strategy document

Duties and Responsibilities
The UN-REDD Programme, a joint initiative between the Food and Agriculture Organization of the United Nations (FAO), the United Nations Development Programme (UNDP) and the United Nations Environment Programme (UNEP), was established to bring together the UN system support for forests and climate. The Programme aims to reduce emissions from deforestation and forest degradation, enhance carbon stocks, and sustainably manage forests. As the Programme approaches the conclusion of its current phase in 2025, it is strategically positioned to transition towards its post-2025 phase with a renewed focus on addressing the ongoing challenges of deforestation, forest degradation, and climate change mitigation. This transition process involves the drafting of a comprehensive post-2025 strategy, which will guide the Programme’s activities for the next phase. The strategy aims to build upon the achievements and lessons learned from the current phase, while also responding to evolving global priorities and commitments, such as those outlined in the Paris Agreement and the Sustainable Development Goals with the end goal of developing a robust and operationally sound strategy document by the end of 2024, one year prior to the start of the next phase covering the period 2026-2030. The UN-REDD Secretariat is seeking to hire a consultant to conduct a formative review of the Programme. The consultant will work closely with a second consultant responsible for facilitating the process of formulation of the UN-REDD Programme post-2025. The process will take place in three consecutive steps: internal intelligence gathering, external consultations, and consolidation of the UN-REDD Programme post-2025 strategy. The two consultants will work in a complementary way to address this highly complex task, ensuring that the exact requirements of each subsequent step are clarified in the preceding step. The consultant will report to Head of UN-REDD Programme Secretariat. Specific tasks and responsibilities – To facilitate internal intelligence gathering from UN-REDD stakeholders through structured interviews, workshops, and document analysis, to collect insights and experiences. -To draft formative review report, outlining key lessons, best practices, and challenges encountered by the Programme. -To facilitate a round of consultations through engaging with external partners, countries, potential donors, and other stakeholders to validate findings and gather additional insights. -To incorporate feedback from consultations and stakeholders to refine and finalize the lessons learned report, ensuring that it provides actionable recommendations for informing future Programme strategies and interventions. – To develop jointly the facilitation process with the UN-REDD Programme post-2025 strategy consultant.
Qualifications/special skills
• An advanced-level university degree (master’s degree or equivalent) in environmental science, forestry, natural resources management, climate change, international relations, or related fields is required. • A minimum of 15 years of progressively responsible working experience in developing strategies, and/or proposals, and/or action plans, and/or programme reviews for international organizations or development agencies is required • Extensive knowledge and experience with forest and climate issues, including but not limited to the role the UN-REDD Programme plays within the broad “ecosystem” of climate and forest-related organizations, programmes, and initiatives is required. • Proven expertise in conducting stakeholder consultations and facilitating multi-stakeholder processes is desirable. • Strong analytical skills and the ability to synthesize complex information into actionable recommendations is desirable. • Extensive knowledge and experience with forest and climate issues, including but not limited to the role the UN-REDD Programme plays within the broad “ecosystem” of climate and forest-related organizations, programmes, and initiatives is required.

English and French are the working languages of the United Nations Secretariat. For this assignment, fluency in spoken and written English is required.
