The Ethics Office helps prevent conflicts of interest through annual financial and outside interest disclosure of personnel in positions of authority, or holding specific positions which entail financial decision making, and administers a programme for Area Staff required to disclose outside activities and other interests. In this role, you will make huge contribution to the Agency’s effort to mitigate the risks of conflict of interest by working in the Area Staff Declaration of Interest Programme (ASDIP) staff members are requested to annually submit a Declaration of Interest Statements. As a member of the ethics office team in UNRWA, actively cultivating an environment of ethical behavior empowers staff to not only execute their duties with unwavering integrity but also inspires a collective commitment to upholding the organization’s values, fostering a culture where ethical conduct becomes ingrained in every aspect of operations, ultimately strengthening trust, accountability, and the effectiveness of the Agency’s mission.
A. Being responsible for Administering the Area Staff Declaration of Interest Programme (ASDIP); that includes; – Liaises with the Department of Digital Impact and Technology Innovation to set up the ASDIP online form. – Liaises with the Directors of Departments in HQ and the Directors of UNRWA Affairs at the field level to assign the ASDIP Focal Points. – Liaises with the ASDIP Focal Points as required. – Ensures eligibility of staff who are required to file the ASDIP, and ensures the ASDIP list is updated with accurate email addresses. – Initiates the ASDIP cycles. – Provides guidance and advice to staff members on disclosure issues. – Reviews the disclosure form and brings potential conflicts of interest to the attention of the Senior Ethics Officer and to the Chief, Ethics Office. – Follow up on non-compliance. – Recommends the required course of action for non-compliance. – Keep all the records and documents very organized, and keeps tracks of all ASDIP processes. – Makes all analysis of ASDIP. – In coordination with the Ethics Project Coordinator and the Chief Ethics Office, writes all reports and communication for ASDIP B. Other tasks, including; – Supports the Ethics Office in issues related to Conflict of Interest, including outside and political activities, gifts, etc, as required. – Supports in the launch of the online system for outside activities. – Supports in providing Ethics Training as required. – Actively supports in the development of Outreach and communication activities, such as but not limited to drafting monthly messages, designing brochures, posters. – Consults and liaises with a number of Departments/Divisions/Sections/Offices and/or other parties, with regards to advice and training, including HRD and Field Human Resources Office, Protection Department; Humanitarian Principles Office, and the Ombudsman Office; – Perform other duties as required

Work Experience
– A minimum of five years of progressively responsible experience in legal practices/ law, corporate compliance, oversight services, organizational ethics, staff misconduct and investigations, employee relations or other related fields is required. – Experience in mangling situations of conflict of interest is required. – A university degree from an accredited educational institution in law, public administration, human resources management or a related field is required. – Prior experience in UN is desirable. – Prior experience in Ethics Office, or Internal Oversight Services is desirable. – Are you currently residing in Duty station. Type of Contract: Limited Duration Contract (LDC), Band F. The Limited Duration Contract for this specific EU project applies to external candidates and UNRWA internal candidates on LDC and FT.
