The EIB, the European Union’s bank, is seeking to recruit for its Group Corporate Services Directorate – Group Digital Office (GCS-GDO) – Platforms & Services Department (P&S) – Operations & Service Desk Division (OSDK) – Operations and ITIL Processes Unit (OIP) at its headquarters in Luxembourg, a (Senior) IT Asset and Configuration Manager *.

This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

Purpose

Would you like to drive asset and configuration management of ITIL practices (Information Technology Infrastructure Library) for IT Service Management (ITSM) in the EU Climate Bank? Operating Network

You will report to the Head of Operations and ITIL Process Unit, responsible for providing IT services for operations and operational processes.

Given the operational risk linked to some processes, it is required that all team members can act as back-up for other team members for ITIL processes.

Accountabilities

• Propose and develop IT processes and services in IT asset and configuration management policies and processes
• Manage, implement, refine, and enforce the IT asset and configuration management policies and processes to support the overall IT strategy
• Establish formal CMDB governance model and monitor the Key Performance Indicators (KPIs)
• Implement best practices to support a collection of up-to-date and inter-related configuration items in CMDB about IT infrastructure, applications and services
• Drive CMBD transformation to align with ITIL best practices
• In collaboration with the CMDB Solution provider, define and implement all mechanisms needed to ensure full control of the product owners Configurable Items (CI)
• Coordinate and evaluate strategic and complex projects and activities in own domain
• Review service delivery to ensure that agreed targets are met and that identified actions to maintain or improve levels of service are implemented
• Provide expert advice and recommendations to find appropriate solutions and actions in the own area
• Develop, establish, and maintain constructive and trustful relationships, as well as efficient communication, with all internal and external stakeholders (e.g., customer, consultants, service providers and other services in the EIB)

Qualifications

• University degree (minimum an equivalent to a Bachelor) preferably in Computer Science, Information Systems, or similar relevant fields.
• At least 5 years of relevant experience in managing ITIL processes with a focus on IT Asset/Change/Release/Configuration Management
• Experience in working with or leading technical teams in the context of IT Service Management would be highly appreciated
• ITIL Foundation Certification is required.
• Demonstrated of IT asset and configuration management experience in a large-scale, multi-platform environment, supporting 24×7 operations.
• Familiarity with IT infrastructure and BMC Smart IT/Helix would be an advantage
• Experience in working with multicultural and international teams, preferably working successfully with external service providers in a multisource environment
• ITIL Specialist Certification : Create, Deliver & Support certification or similar would be a distinct advantage
• Excellent knowledge of English and/or French (**), with a good command of the other. Knowledge of other EU languages would be an advantage.
