Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Corporate Services and Operations (COR), headed by a Managing Director, is responsible and accountable for the management of UNIDO’s human, financial and material resources, ensuring the capacity of the Organization to fulfil its mandate. The Directorate oversees a full range of financial, human resources, learning and staff development, procurement, information technology and general services to meet the service support needs of the Organization as a whole. Additionally, the Directorate houses the Gender Equality and Empowerment of Women Unit and the Ethics and Accountability Unit as well as oversees their operations. Furthermore, the Directorate provides guidance on personnel security and safety matters and ensures the overall coordination of UNIDO’s response in this regard.

The Human Resources Services (COR/HRS) is responsible for ensuring that the Organization has at its disposal the human capital required to deliver its mandate and achieve business and strategic goals. To this end, it designs and implements modern human resources management policies and tools, which allow the Organization to attract the best talent. It delivers a broad range of services covering, among others, UNIDO’s human capital through a partnership model with the Professional staff acting as business partners for relevant parts of the Organization. It is further responsible for carrying out statutory functions in accordance with the provisions of the staff regulations and rules of the Organization, the regulations of the United Nations Joint Staff Pension Fund (UNJSPF) and policy issuances covering other categories of UNIDO human capital, including management of security related entitlements for all UNIDO personnel at Headquarters and in the Field. It is also responsible for supporting the work of the Managing Director within the UNIDO Crisis Management Team as well as for coordinating for all personnel the security and safety related actions and responses. Further, Human Resource Services also supports the administration of employees under technical cooperation projects and programmes. The Human Resource Services is comprised of two dedicated Units, namely Employee Services and Relations Unit (COR/HRS/ESR) and Talent Planning and Acquisition Unit (COR/HRS/TPA).

The position is located in the Talent Planning and Acquisition Unit (COR/HRS/TPA) that promotes and implements strategic organizational policies aimed at improving the planning, acquisition, development, engagement, motivation and retention of the human resources required for the Organization’s mandate. In this respect, the services of the Unit cover staff members, Individual Service Agreement (ISA) holders and other personnel.

In accordance with applicable professional standards, the Associate Human Resources Officer is expected to deliver: (a) work that contains in-depth analyses contributing to results achieved by the COR/HRS; (b) in creating an enabling environment for team work which is catalytic to achieving results; (c) in building relationships which contributes to partnerships resulting in strategic collaborations and (d) in achieving results within a professional team.

The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required.

Staff members are subject to the authority of the Director General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

Project/Programme Context

The incumbent will contribute to the implementation of the Green Industrial Recovery Project for Ukraine through Technology Transfer from and Co-creation of New Businesses with Japan’s Private Industries (SAP ID 230356), and the Industrial cooperation programme in the Global South through technology transfer from Japan (SAP ID 240001).

The Green Industrial Recovery Project for Ukraine through Technology Transfer from and Co-creation of New Businesses with Japan’s Private Industries is funded by the Japanese government and aims at the industrial recovery of Ukraine by promoting technology transfer from and co-creation of innovative businesses with Japanese private companies.

For many years, UNIDO has been contributing towards improving and greening the productive capacities of Ukraine through industrial policymaking, technical cooperation, capacity-building, peer learning, knowledge transfer and private sector engagement in the below-outlined areas, among others. As of the end of 2023, UNIDO is implementing a portfolio of eight country-level projects with a total budget of $20 million in Ukraine, as well as three regional and global projects that cover the country. While the majority of projects started in Ukraine before the war and adapted their activities to address the emerging country’s needs, three initiatives were launched in 2023 as pilot activities under the framework of the green industrial recovery programme to address the acute needs of Ukraine and its people.

Based on the preliminary discussions between UNIDO and the Ministry of Economy, Trade and Industry (METI) of Japan, the key project’s objective is to support the green industrial recovery and long-term sustainable development of Ukraine through technology transfer, capacity-building and co-creation of businesses in key industrial sectors with high potential for growth and value addition, as well as with strong orientation towards socioeconomic impact and support for war-affected people.

Through the project, UNIDO will work to support the establishment of an enabling environment for the green recovery of Ukraine’s industry, job creation, resilience building, EU compatibility, sustained economic growth and the strengthening of the productivity and competitiveness of priority industrial sectors with high growth potential and investment attractiveness.

 

By leveraging international expertise, best practices and innovative solutions, especially those of Japan, the project will facilitate institutional partnership building and peer learning. As the project will be part of the overarching UNIDO green industrial recovery programme for Ukraine, all activities will be implemented in close coordination with other ongoing and planned UNIDO technical cooperation projects in the country to foster a synergetic effect and scale-up.

The geographical focus of the project will be on the regions which are under the control of the Government of Ukraine. In order to better target interventions on the local level, the established UNIDO network of regional development coordinators (RDCs) will be broadly utilized. It was established based on the understanding that resource generation for investment and economic activity, in particular in industry, is centred in municipalities. The RDC scheme will support the implementation of this project, especially in the context of identifying partners in Ukraine for Japan’s technology-owning companies.

The main objective of the Industrial cooperation programme in the Global South through technology transfer from Japanis to support the development of new businesses in countries of the Global South, in the form of feasibility studies and pilot demonstrations, through cooperation and co-creation between Japanese companies and partners of the Global South by providing effective and innovative technological solutions possessed by Japanese companies to address challenges currently faced by the Global South countries.

The expected outcomes are to generate new businesses and employment opportunities in Global South countries through technology transfer and skills development from Japan, which include (but not limited to) fostering of innovation, strengthening of resilient value chains, and establishment of networks of industrial infrastructure in the implementation countries.

The project complements the current phase of ITPO Japan (2023-2028) (ID 220166) to promote technology demonstration and transfer from Japan, under the mandate of GLO/ITP and ITPO Japan. It also creates synergies with the UNIDO technical cooperation project entitled, “Strengthening the capacity of developing countries to mitigate the impacts of the COVID-19 pandemic through appropriate technology transfer from Japan (so-called STePP Demo project) (ID 200108),” which ended in December 2022, and another ongoing project entitled, “Industrial vocational training programme in Africa through technology transfer from Japan (so-called STePP IVT project) (ID 230055)”.

Main Responsibilities

The Associate Human Resources Officer works under the overall guidance of the Director HRS; the direct supervision of the Team Lead, HRS/TPA; and in close collaboration with the colleagues to support the mandate of the Unit.

The responsibilities of the incumbent may include the following tasks:

  • Administer the recruitment and selection process of the required human capital from internal and external sources using modern talent acquisition tools. Contribute to the recruitment planning and handle selection processes for project staff, hired under various relevant modalities.
  • Collect and consolidate the submission of required information and accurate statistical data, as and when appropriate/requested.
  • Collaborate closely with the Project Manager to gather information on forecasted staffing needs, their skills and competencies profiles, outreach measures to attract the required profiles, the processes to be undertaken, the transactions to be completed and the timely on-boarding.
  • Classify posts, serving as first classifier, evaluate job and project components and determine the proper classification level.
  • Prepare reports and run queries for specialised ad-hoc reports. Liaise with the Information Technology and Digitalization Services team (COR/DIG) to generate human resources statistics in ERP and UNIDO’s recruitment platform. Collect data on key performance indicators for review by the project team and COR/HRS.
  • Work in close collaboration with the Associate Human Resources Officer in COR/HRS/ESR and substitute whenever there is a business need.

Minimum Organizational Requirements

Education:

  • Advanced University (Master’s or equivalent) degree in human resources management, public or business administration or relevant field is required.

Experience, technical knowledge and functional expertise:

  • A minimum of three (3) years of progressively responsible professional experience in human resource management, including at the international level or in an international organization is required.
  • Knowledge of HR policies and practices in the UN Common System is desirable.
  • Working experience in human resource management in one of the UN Common System organizations at the professional level is desirable.
  • Experience in SuccessFactors, SAP or other Enterprise Resource Management system for human resources management is an advantage.

Language Skills:

  • Fluency in written and oral English is required. Fluency or working knowledge of another official language of the United Nations is desirable.

NOTE: UNIDO professional level applicants are required to have served at least one year in their current post if applying for a higher-level position. However, the seniority-in-grade requirements for applying for higher-level positions, as per paragraphs 18 and 78 of the HRMF, have been waived.

UNIDO General Service applicants are required to be at least at the GS-5 level; to have served in their current position for at least two years; and to have served in UNIDO for at least five years.
