Organizational Setting and Reporting Relationship
The position is assigned to the Finance Sector Office (SG-FIN) within the Sectors Group (SG). You will be based at our Headquarters in Manila, Philippines.

You will report to the designated International Staff and senior National Staff.

Job Summary:

As an Associate Project Analyst, you will provide analytical and statistical support to the Central West and South Asian (CWSA) Financial Sector Team on project implementation, project processing, portfolio administration, programming, and other related administrative functions.

Responsibilities

You will:
• Support project processing and administration tasks for assigned loans, grants, and TAs including procurement and consultant recruitment reviews and other project administration actions; provide guidance to executing and implementing agencies and other project clients, on ADB policies, guidelines, and procedures such as on procurement and disbursement; and help ensure that requests from executing/implementing agencies and other project clients are promptly addressed or responded to.
• Contribute to the preparation and updating of Project Administration Manuals under assigned projects, including gathering and consolidating data, and drafting writeups for its various sections.
• Compile data and statistics on contract awards and disbursements (projections and achievements) for assigned projects and provide analytical inputs to project team leaders and/or government counterparts on shortfalls, causes, and actions needed to meet targets.
• Prepare and update project records in ADB systems following quality and service level standards, including information related to project performance, project implementation status, major issues, actions planned or taken by the project team, and other project details.
• Analyze project performance and provide inputs to the project team to help ensure project progress and performance targets are monitored and met.
• Provide analytical support in monitoring and assessing the Sector Office results and portfolio performance with the objective of enhancing responsiveness, improving effectiveness, ensuring consistency, and improving efficiency; and contribute to the preparation of project-specific and/or portfolio reports.
• Participate in project inception, review, mid-term review, special loan administration missions, and project completion review missions, as required; provides data, analyses, and draft writeups to assigned sections of mission reports such as Memoranda of Understanding and Aide Memoires.
• Contribute to data gathering and preparation of project completion reports and technical assistance completion reports.
• Provide support and data information for the preparation of technical completion report (TCR) as well as project completion reports (PCR).
• Provide support in project processing missions, particularly in designing project implementation arrangements, including procurement/disbursement procedures and project management setup, review of financing plans, and preparation of Project Administration Manuals.
• Provide support to other junior administrative staff.
• Perform other duties that may be assigned as reflected in the incumbent’s workplan.

Requirements

You will need:
• Bachelor’s degree preferably in finance, business administration, accounting, economics.
• At least 5 years of hands-on experience in portfolio management, project administration, budget preparation/monitoring, and/or project processing activities related to loans and TA projects.
• Ability to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and developing data; and prepare notes, papers, and sections of reports.
• Strong analytical, interpersonal, and cross-cultural skills.
• Effective report-writing and communication skills in English.
• Proficiency in spreadsheets and required information technologies.
• Ability to liaise and work effectively with government officials within own work location and with colleagues.
• Ability to work collaboratively with teams as a constructive team member.
