the Program:

NRC Information, Counselling and Legal Assistance (ICLA) programme in Palestine works on protecting people and communities who have been, or are at risk of being, forced to leave their homes. ICLA provides legal information, training, counselling and assistance for those affected by discriminatory policies and practices.

Job Summary:

The purpose of the ICLA Technical Officer Position is to conduct ICLA field activities in West Bank including East Jerusalem and focal point for implementing partners’ and/or consultants.

Responsibilities

  1. Maintain relevant legal knowledge and keep up to date with legal developments in Area C and East Jerusalem;
  2. Provide sound written and oral legal policy advice on domestic laws and procedures and Israeli authorities’ practices and policies in relation to Housing land and property, and other relevant legal topics;
  3. Provide sound legal counselling and advice to ICLA beneficiaries on Hosing land and property   and legal issues and other relevant legal topics;
  4. Organize, facilitate and conduct ICLA field activities including beneficiary outreach, information sessions and field visits;
  5. Deliver legal trainings to legal practitioners, fieldworkers, NGOs and other stakeholders on relevant legal issues;
  6. Identify, coordinate and foster relations with other protection actors active in ICLA beneficiary communities to ensure that ICLA activities are adding value to current protection responses.
  7. Regularly engage with the PA governmental institutions and UN agencies and consortium organisations  field staff to assist beneficiaries in acquiring other humanitarian services beyond the scope of ICLA’s mandate.
  8. Contribute and/or draft legal documents, factsheets, case studies, legal updates and analysis on relevant legal issues.
  9. Maintain partner’s cases UpToDate in MIS and review their reports on monthly basic.
  10. Act as a focal point and coordinate ICLA implementing partners and consultants’ activities, follow up on progress against targets and monthly reports content including quality assurance of services provided and deliverables.
  11. Manage the administrative part of the consultants’ agreements including drafting TORs, conduct Public Interest cases risk assessments, follow up on consultants’ payments, draft completion of services, etc.

Requirements

  • University degree in law, Masters in Law is an advantage
  • Israeli Bar Registration or Palestinian Bar Registration with proven knowledge of Israeli domestic law
  • 3 years’ of relevant legal work experience
  • Knowledge of housing land and property law, freedom of movement and settlers violence law
  • Experience in delivering training sessions
  • Proven ability to understand the legal, political and socio-economic context in Area C and East Jerusalem
  • Fluency in Arabic and very good command of English and Hebrew both written and oral.
